【摘要】 随着世界人口增长、陆地资源短缺和陆域开发空间日益缩小,开发海洋资源、发展海洋经济将成为21世纪缓解全球面临的人口、资源与环境压力的有效途径。广东是海洋经济大省,拥有丰富的海洋资源,毗邻港澳台的区位优势,实力雄厚的经济基础以及规模较大的海洋经济实力与门类齐全的海洋产业体系等先发优势,具备向海洋经济强省跨越的基础和条件。本文以广东海洋经济与海洋产业结构为研究对象,探讨广东如何实现由海洋经济大省向海洋经济强省跨越的战略性转变。文章首先对海洋经济与海洋产业的相关概念进行界定,对涉及的相关理论进行阐析,奠定全文论述的理论基础。接着文章分三部分层层深入,对广东海洋经济与海洋产业结构作全面分析:先从海洋资源、海洋经济发展、海洋产业结构和海洋经济区域布局等对广东海洋经济发展现状作一般分析;再从实证角度对广东海洋产业结构作静态分析、动态分析与效益分析,并运用灰色关联分析确定海洋主导产业,区位熵分析确定海洋优势产业:最后从发展规模与发展速度、产业结构与产业地位、海洋科技竞争力及地区差距变动等对广东海洋经济发展竞争力作省际比较分析。研究结果发现,广东发展海洋经济具备海洋资源丰富、发展基础雄厚和先发优势明显等基础与优势,同时面临海洋产业结构有待优化、科技实力偏低、区域发展不平衡、海洋资源环境恶化、国内竞争激烈等问题与挑战,进而提出新形势下广东省海洋产业结构优化与产业竞争力提升的应对策略与保障措施。更多还原

【Abstract】 Due to the increase of world population, the shortage of earth resource and the decrease of the land space that can be used, to explore the marine resource and develop marine economy will become the effective approaches to postpone the pressure of population, resource and environment that the world will face in 21^st century. Guangdong is a large province of marine economy with abundant marine resource, the location advantage closed to Hong Kong, Macau and Taiwan, powerful economy basis and large-scale marine economy strength and complete kinds of marine industry system. Guangdong has had the basis and qualification to become a strong province of marine economy.Taking the marine economy and marine industry structure as the study objects, this paper aims to discuss how Guangdong fulfills from a large province to a strong one in marine economy across China’s mainland. To start with, this paper first confirms the definitions of corresponding concepts of marine economy and marine industry and explains the relative theories so as to establish the theoretical basis of the whole paper. And then, three parts are followed to fully analyze marine economy and marine industry of Guangdong: firstly, the general analysis is made to introduce the present situation of Guangdong’s marine economy from the aspects of marine resource, marine economy development, marine industry structure and marine economy location; secondly, from the angle of demonstration, static analysis, dynamic analysis and benefit analysis are made to analyze the marine industry structure of Guangdong, and moreover Grey Correlation Analysis is used to define the marine dominant industries and Location Quotient Analysis is used to choose the marine preponderant industries; finally, cross-province comparative analysis is made to evaluate the developing competence of Guangdong marine economy from the aspects of developing scale and speed, industry structure and status, marine technology competence as well as area difference alteration.Based on the analysis above, it is found that Guangdong has the basis and advantages in developing marine economy with abundant marine resource, powerful economy basis and prominent First-Mover Advantage. Meanwhile, Guangdong faces several problems and challenges in developing marine economy, that is, marine industry structure still needs to be upgraded, the level of marine technology is still too low, development among different areas is of imbalance, situation of marine environment and resource is worsening and the domestic competition is becoming fiercer. Thereby, suggestions are advanced on how to optimize Guangdong’s marine industry structure and advance its industry competence in the new stage.更多还原
