GIS在IVTS中的应用研究

【摘要】 几个世纪以来,船舶一直是进行世界贸易的主要运输手段。为保障船舶安全、提高航行效率,各国在其各自的沿海水域都设置了用于船舶交通管理的设施。从20世纪中期开始投入使用的船舶交通管理系统(VTS),更是大幅减少了水上交通事故和环境污染,同时在很大程度上提高了港口的营运效益。但随着经济全球化的进一步深化,船舶不断向大型化、高速化发展,水上交通密度逐年增加,加上监管人员素质不一以及事实上存在的疏忽大意,海损事故仍不断发生,而且规模空前。这不仅对船舶及船员旅客的生命财产安全造成极大威胁,而且由此引起的污染也严重危及沿岸居民生活质量和生态环境。面对越来越复杂的水上交通情况,船舶驾驶人员需要更多的专家辅助决策和港口水域信息。在海难援助方面,也需要新技术的支持以加快各部门之间的协调、反应速度。这就要求尽快提升现有船舶交通管理系统的智能化水平。因此,本文在对目前国内外船舶交通管理理论和技术应用现状进行了充分了解和分析的情况下,结合实际需要,提出了智能船舶交通管理系统(Intelligent Vessel Traffic Services,IVTS)。它不仅能完成现有的船舶交通管理和服务工作,更能提供智能分析和专家辅助决策支持,并在事故预防、应急反应、救助打捞等安保方面提供更多帮助。本论文主要就基于海事GIS系统的IVTS系统进行了分析、设计和部分功能实现。具体工作和结论如下:(1)在对现有VTS系统的功能、技术现状和不足进行充分研究的基础上完成了IVTS系统的分析与设计。(2)海事GIS系统的功能和结构设计。(3)在水上交管系统基本监管服务功能的基础上实现了IVTS系统综合信息查询分析和辅助决策等智能化功能。
【Abstract】 For several centuries,shipment has always been a main transportation way in the world trade.In order to protect the vessels and enhance navigating efficiency,all countries set up vessels management equipment along their own waters.Vessel Traffic Services,(VTS),which was put into use in the middle of 20s centuries,enhanced the shipment efficiency with a vengeance and also lowered the risk of vessels accident and water pollution.With the advancement of globalization and development of vessels,the frequency and density of shipment is becoming higher.In addition,because of the low quality of the vessel managers and their negligence,many accidents were incurred with a unprecedented large scale which not only leads a great threat to the safety of vessels, sailors and their property,and also generate water pollutions which influence the offshore environment and normal life of residents alongside the coastline.Confronting more and more complicate situation,the sailor needs much more experts’ advice and the service of port information inquiry.Accident rescues also need new techniques to quicken the speed of coordination and action of every involved department.So the intellectual level of the VTS is required to be enhanced as fast as possible.So this thesis put forward an Intelligent Vessel Traffic Services(IVTS) after a fully study and analysis of both current domestic and foreign vessel traffic service theory and technology,which can provide vessels traffic services,more importantly,can provides experts advice and intelligent analysis and provide help on the accident predict,emergence action,salvage and so on.The thesis mainly deals with the analysis,design and function fulfillment of IVTS based on the maritime GIS.The concrete analysis and conclusions are as follow:(1) Fulfill the analysis and design of IVTS based on the study of the function and shortcomings of current VTS. (2) Design the function and structure of maritime GIS.(3) Achieve the intellectual function of IVTS such as information inquiry and auxiliary decision-making.
