【摘要】 农民收入是关系到农业迅速发展、农村实现现代化、农民生活水平提高的关键问题。农业生产资料是农业生产的重要投入品,其价格调整直接关系到农产品生产成本变化,间接影响了农民的收入。近年来,我国政府开始在农村实行税费改革、粮食直补、良种补贴、农机具购置补贴、农业生产资料综合补贴等惠农政策,在一定程度上促进了农民对农业的投入及农业生产的增收。但农业生产资料价格的上涨,抵消了中央惠农政策和粮价上涨给农民带来的增收。2001年到2005年农民纯收入年均增长率5.26%,低于同期8.6%的GDP平均年增长率,严重挫伤了农民的生产积极性,制约了农村经济和社会的发展。因此,研究农业生产资料价格与农民农业生产纯收入间的关系,找出农业生产资料价格上涨对农民农业生产纯收入的影响程度,显得十分必要。本文旨在研究:影响农业生产资料价格上涨的主要原因,分析农业生产资料价格变动与农业生产纯收入的相关性。并从实践层面出发,提出控制农资价格暴涨、提高农民农业生产收入的具体对策。本文采取了定量为主,定性定量相结合的研究方法,引入多元回归模型对农业生产资料价格与农业生产纯收入进行分析。本文主要研究内容和结论:1、回顾和梳理了前人相关研究理论,如农业收入理论、经济波动理论等。2、分析了农业生产资料价格变动情况及影响因素。农资价格总体上升太快,而化肥、农用柴油、农膜等以矿石和石油为原料的农资产品价格上涨幅度最大。影响农资价格的主要因素有原材料价格的快速上涨,农资流通环节的发展滞后增加了流通成本,销售终端小而分散、缺乏规模效益,农资淡储旺销的滞后加剧了供求的矛盾等。3、研究了1991-2006年间农业生产资料价格变动对农民农业生产纯收入的影响。认为农资成本上涨是影响农业生产收入的主要因素之一;对农民农业生产收入影响强度最大的是农产品收购价格,与农业生产纯收入呈正相关关系,农产品收购价格与农业生产收入呈同方向变动。4、基于全文研究结果提出抑制农资价格暴涨及促进农民农业生产纯收入增长的对策建议。主要有以下几点:政府采用多种方式完善农产品价格调控机制,通过多种手段为农资市场流通环节的发展提供良好环境,加大对农民的农资直补力度以及提高农技服务水平,促进农资的科学合理使用,降低农资使用成本。更多还原

【Abstract】 The farmers’ income is a key related to the agriculture rapid development, rural areas modernization and farmers’ living standard raising. Agricultural production materials price adjustment directly influence the agricultural products costs, indirectly influence the interests of farmer. In recent years the government implement the reform on taxes and fees in rural areas, foodstuff directly subsidy, seed subsidy, the purchase of agricultural machine subsidy, agricultural production materials subsidy, promoted farmers increase input and income from agriculture. However, agricultural production materials price continued increasing is eroded the tax reform policy and the benefit bring by rising agricultural products price. From 2001 to 2005 net income of farmers’ average annual increase rate was 5.26%, under the GDP average annual growth rate 8.6% at the same time. The situation of farmers’ income increased slowly serious inhibits their enthusiasm in production, hampers the rural economic and social development. Under such circumstances, find the agricultural materials price increasing influence on the net income from agricultural production is very necessary.This paper purposes as follows: Research reasons of agricultural production materials price increasing, Analysis of the relationship and impact between them. From the practical level, find the control prices riseing of agricultural production materials, increase their agricultural production income strategies.In this paper adopted a mainly quantitative research methods, combination of qualitative and quantitative research methods, through the assumption that price fluctuation of agricultural production materials is one of the main factors impacted farmers agricultural production net income, use multiple regression model analysis them.This study content and conclude in the following areas: (1) Recall the previous study done by the relevant theories, such as the theory of agricultural income and economic fluctuations. (2) Analysis the prices change of agricultural production materials and influencing factors. The overall price of agricultural production materials raise too much, such as chemical fertilizer, farm diesel fuel, farm plastic film which is ore and oil-based products raise most. The main factors of impact of agricultural production materials prices are the prices of raw materials rapid increases, agricultural production materials currency development lags rise the cost of circulation, the retail terminal small and dispersed, lack of scale advantage, its products reserves delay worsen supply-demand contradiction. (3) Reseach price fluctuation of agricultural production materials impact famers’ net income from agricultural production from 1991 to 2006. Concluded that the agricultural production materials costs is one of the main factors impact agricultural production net income. The biggest strength impact agricultural production net income is the price of agricultural products, and their positive correlation, the farmers’ agricultural production net income fluctuate the same direction with price of agricultural products. (4)The conclusion suggests how to restrain prices rise of agricultural production materials and promot famers’ net income from agricultural production. Such as: Government should improve the prices of agricultural products from the control mechanism, provide a good environment for agricultural production materials market circulation, increase agricultural production materials subsidy, and improve agricultural service, advocate scientific usage of agricultural production materials lower production costs.更多还原
