【摘要】 城市管理是一种历史活动,不同的时代对城市管理有着不同的要求,与现代经济社会和城市化进程高度发展相比,传统的城市管理理念、方式和手段已经远远滞后,严重制约了城市管理的进一步提升,城市管理模式的改革迫在眉睫。近年来,国内外学者已经将城市管理模式和理念变革,作为政府和学术界共同探索的重要课题。深入研究适用我国现代城市发展特点的城市管理新模式,提高管理城市和社会公共事务的水平,构建和谐社会,推动城市管理现代化的进程,具有重要的理论和现实意义。本文正是在这样的背景下,提出城市管理数字化研究的。对城市管理数字化进行了初步研究,论证了实行城市数字化管理的必要性、可行性和重要意义。通过对山东省首批试点区之一的济南市历下区的数字化城市管理新模式的案例分析,验证了新模式有效性,为区级政府提供经验和启示,并就区级政府推进城市管理数字化建设提出了建议。城市管理数字化模式集成应用信息技术手段,改革原有的城市管理体制,创新管理机制,提高了城市管理的整体水平和效率,加强了政府与社会的联系与互动,促进了社会与人的和谐发展。应用数字化管理的方式对城市进行综合管理,是21世纪城市管理的新模式,是人类社会促进城市可持续发展的主动选择。本论文具有开拓性的工作在于:从区级政府的视角出发,分析城市管理的现状、存在的问题,深刻挖掘城市管理一系列问题背后的管理体制、机制根源。针对当前在建设和应用城市管理数字化过程中出现的问题,提出了区级政府建设城市管理数字化新模式的建议,以期快速、有效、节约地发展区级政府的城市管理数字化,真正建立起城市管理的长效机制,促进区级政府城市管理水平的提高。更多还原

【Abstract】 City management is a historical activity. Requirements on city management vary with different times. Compared with the quick pace of the development of modern economy and society and the urbanization, the idea, modes and means in traditional city management lags far behind and thus severely restrain the upgrading of city management. Therefore it is urgent to reform the modes of city management. In recent years, domestic and international scholars already take the city management modes changing as the important topic problems that the government and academic circles investigate together. Therefore, to research deeply the proper character of modern city management model of Chinese city’s development to promote the management level of city and social public business, to set up harmonious society, to push the progress of the city management modernization, shows the important theoretical and realistic meaning.Under such a context, the article addresses the study in digitized city management. Take the Jinan Lixia District, the pilot district in Shandong Province for example, the author has carried out studies on this new management model, testified the actual result of the verify of digitized city management. Also, the necessity and feasibility and importance of the application of digital management has been theorized. Integrating modern information and technology, the new management system upgrades the overall level and efficiency in city management, making it more efficient, scientific and rational and promoting the harmony between the society and human beings. This thesis holds the view that the application of digital management will become a new model in 21 century, it is an initiative choice of human beings in promoting urban sustainable development.Pioneering work done in this thesis is following: From the perspective of the district government, the article analyzed the status quo, existing problems, dig city management existent key problems and reasons deeply. For the series of issues in the digitization of city management, put forward many means to accelerate the practice of digital city management of district government.It also delivers exploratorythinking into the management mechanism, and to develop the digitization of citymanagement in district government in a quick, effective and thrifty manner, thusforming long-term efficient mechanism in city management and improve the level ofcity management.更多还原
