【摘要】 随着人类社会发展进入到知识经济时代,知识已经成为经济发展的主要动力。许多国家更加关注知识的传播与创造主体——高等教育机构。为此,各国纷纷对自己国家的高等教育进行改革和重构。在我国,确立高等学校的办学自主权已经成为了高等教育管理体制改革的核心问题。但当前高校办学自主权在具体的落实过程中仍存在许多问题。本文试图借鉴公共治理理论和国外一些成功经验的综合,提出具体的解决对策和建议。本文以《高等教育法》赋予高校的办学自主权为研究对象,以造成办学自主权问题的政府因素作为分析问题的切入点。通过具体分析在落实高校办学自主权过程中存在的各种问题,试图借鉴公共治理理论和国外一些成功经验的综合,提出了落实高校办学自主权的可行建议和对策。全文包括六章:第一章论述了选题背景、研究意义、研究的现状、对象和研究方法。第二章论述了高校办学自主权的概念、内容、特点和意义。第三章主要探讨了高校办学自主权的历史、存在的主要问题以及对问题的原因分析。第四章论述了公共治理理论的内容、特点以及对落实高校办学自主权的影响。第五章介绍了美、英、德、日四国在落实高校办学自主权方面的经验及有益的启示。第六章针对性地提出了落实我国高校办学自主权的可行建议和对策。更多还原

【Abstract】 With the arrival of knowledge economy, the knowledge has become the main Propelling force on economic development. Many countries pay more attention to the main institutions --higher education, because of the dissemination and the creation of knowledge. The various countries already reformed and reconstructed the higher education. In China, the establishment of autonomy of higher education has become the core in higher education management system. However, the current there are still many problems in the implementation process. This paper attempts to apply the theory of public management and the successful experience integrated of foreign, then proposes specific solutions and recommendations.In the paper, the object of study is the university autonomy in“Higher Education Act”. A factor of government is analyzed on the question of school autonomy. By analyzing the autonomy university, there are various problems. The author tried to apply public governance theory and foreign successful experiences, through the analysis of the various reasons, then proposes feasible proposals and responses.The paper has six chapters: chapter I, the author discusses the topics discussed background, the significance, of the status quo, Object and research methods. Chapter II, the author explains the university autonomy concept, content, features and significance. Chapter III, the author discusses the autonomy of the Universities history, the major issues and the analysis of the causes. Chapter IV, the author explains the theory of public management, characteristics and impact on the university autonomy. Chapter V, the author introduces the experience of the university autonomy in the United States, Britain, Germany, Japan and the useful inspiration.
