【副题名】基于成本收益比较方法的转移方式选择

【摘要】 本文针对西部农村剩余劳动力盲目流动的现状,深入分析了农村剩余劳动力当前两种主要转移方式即向城市转移和农村就地转移过程中形成的成本和收益各列项,特别加入了对劳动力转移过程中形成的社会成本的分析。在此分析的基础上提出了农村剩余劳动力转移去向决策的理论依据—成本收益比较分析法,并结合西部地区土地人口承载力、资源禀赋条件的绩效没有得到充分发挥的现状,提出把西部地区的生产条件同资源占有情况作为条件参数引入农村剩余劳动力就地转移的成本、收益分析当中,然后再比较两种转移方式的净收益,以农民收益最大化和社会长期和谐发展为原则,作出最为经济理性的转移方式选择。最后强调了政府在这一过程中的主体地位,同时对政府在把成本、收益比较分析法运用于西部农村剩余劳动力转移方式选择中所要发挥的具体职能进行了探讨。更多还原

【Abstract】 This thesis is aimed at the status quo of western rural surplus labor force blind flow , analysis each item listed, of cost and profit during the transfer process of two major transfer way, to cities and to rural locally in-depth of current. in particular join the analysis about social cost which is formatted in the course of labor transfer process On the basis of the analysis , proposing the theoretical basis of decision-making of the surplus labor force transfer in rural areas for future, which is cost-benefit relatively analysis, and combining the situation of the population carrying capacity of land and natural resources have not been given full play of western region, posing the western region of production conditions and the same resources occupy as introduction parameters putted in the cost-benefit analysis of rural surplus labor force transfer of western, and then compare the two forms net income ,and making the most economic rational transfer choice on the principle of the farmers’ return maximizing and society development harmonious on long-term Finally, we stressed the dominant position of government in the process, and the same time, discussing the role what government should play in the course of cost-profit comparison analysis method using to choose the transfer way of western rural surplus labor force .更多还原
