【摘要】 循环经济是以资源的高效利用和循环利用为核心的新型经济发展模式,以低消耗、低排放、高效率为基本特征,遵循资源利用减量化、产品再使用和废弃物再循环的原则,它符合可持续发展理念,从根本上改变了“大量生产、大量消费、大量废弃”的传统经济增长模式。我国是自然资源人均占有量极低、环境容量不容乐观的发展中大国,随着国民经济快速增长和人口不断增加,自然资源不足的矛盾愈加突出,生态建设和环境保护的形势日益严峻,研究循环经济理论对于加快建立资源节约型社会、提高经济增长的质量和效益、促进国民经济可持续发展无疑具有重要的战略意义。在现代市场经济中,金融作为各种生产要素和交易信息在全球范围内融通的载体,金融活动的独特运行规律及其有效支持,对于促进资源的优化配置和经济活动的顺利开展有着巨大的影响。通过对循环经济的发展特征、金融需求和金融对循环经济支持作用的分析得知,循环经济的发展有赖于发达健全的金融体系的支持,没有金融业的服务驱动,就没有循环经济技术的开发和迅速产业化,也没有循环经济项目的快速建设和顺利投产。深入研究金融理论,建立和不断完善有效的金融支持体系,是循环经济发展的必要条件。我国循环经济发展中的金融支持存在着投资不足、循环经济主体积极性不高、融资渠道狭窄,循环经济运行存在高风险等问题。其原因主要是政府对循环经济支持不力,金融机构未能提供充足的信贷支持,资本市场对循环经济支持力度不够,信用环境及担保机制不完善等。这些因素制约了金融对我国循环经济发展的支持功能。为解决上述问题,政府部门应充分发挥其宏观调控作用,包括加大政府投资力度和调整政府投资结构。同时加大政策性银行、商业银行、中小金融机构对循环经济的信贷支持,加大资本市场对循环经济的支持力度,并充分利用其他融资手段,完善社会信用环境和担保机制等等。只有努力创造良好的金融支持体系,才能有效地促进我国循环经济持续、快速、健康地发展。更多还原

【Abstract】 Cyclic economy is an economic development model which takes the high efficiency and circular utilization of resources as core. Its basic characteristics are low consumption, low emissions, and high efficiency. Cyclic economy follows the principles of reducing the use of resources, reusing of production and recycling of waste. Furthermore, it is in line with the concept of sustainable development and fundamentally changes the traditional economic growth model of "mass production, mass consumption, and mass disuse". China is a large developing country with an extremely low per capita amount of natural resources and a limited environmental capacity. Along with the rapid growth of national economy and the continuous increase of population, the problem of insufficient natural resources is becoming even more prominent, and the situation of ecological construction and environmental protection are becoming grimmer. For these reasons, studying the cyclic economy theory undoubtedly has the strategic significance of speeding up the establishment of a resource-saving society, enhancing the quality and efficiency of economic growth, and promoting the development of sustainable economic.In the modern market economy, finance is a carrier for the interaction of production factors and trade information all over the world. The unique operating law and effective support of financial activities have important effect on optimizing the resources distribution and developing the economic activities smoothly. By analyzing the development characteristics and financial requirement of cyclic economy, as well as the supporting effect of finance on cyclic economy, we know that the development of cyclic economy depends on the support of a well developed and perfect financial system. Without the drive of finance, the technology of cyclic economy won’t be exploited and industrialized rapidly and, the projects of cyclic economy won’t be constructed rapidly and operated smoothly either. Consequently, in-depth studying the financial theory, as well as establishing and improving a perfect and effective financial support system continuously, are necessary conditions for the development of cyclic economy.In the development of China’s cyclic economy, insufficient investment, absent enthusiasm of the main parts of cyclic economy, narrow ways of financing, and high risk of running cyclic constitutes the main problems of financial support. These problems which could be ascribed to the ineffective macroeconomic control of the government, inadequate credit support of the financial institutions and the lack of capital market’s support for the cyclic economy, the imperfect credit environment and guarantee mechanisms et al., have restricted the financial support for the development of China’s cyclic economy.To resolve these problems mentioned above, government departments should give full play to its role in macroeconomic control, including giving an increase of investment and, adjusting the government’s investment structure. In the mean time, the policy banks, commercial banks, small and medium-sized financial institutions as well as the capital market should increase the support for the cyclic economy. Besides, other financing means should be made full used of to improve the social credit environment and guarantee mechanisms. Only by striving to create a good system of financial support can be effective in promoting China’s cyclic economy of sustained, rapid and healthy development.更多还原
