公共危机治理中参与主体协作机制的构建

【摘要】 公共危机事件是当今世界各国普遍面临的问题。中国正在经历一场深刻的转型,改革开放30年,中国经济建设取得了巨大成就,呈现了历史上少有的持续经济繁荣。但是,随着经济高速发展,一系列社会问题也逐渐显露。这些问题己经成为我国公共危机爆发的潜在诱因,一些突发事件极有可能引发地区性或全国性的公共危机。如何有效地应对这些公共危机,构建和完善我国政府公共危机治理体系,是一个值得我们深入探讨研究的课题。构建公共危机治理体系关键是构建公共危机参与主体的协作机制。本文围绕这一主题进行了初步探讨。文章阐释了公共危机治理的基本理论,并以公共危机治理的参与主体——政府、社会为逻辑起点,分别对公共危机治理中的政府间、社会间、政府与社会间的协作现状、问题、原因进行了分析并提出了相应对策。更多还原

【Abstract】 Public crisis is the world’s general problem countries are facing. China is undergoing a profound transformation, 30 years’ reforming and opening up, China’s economy has made tremendous achievements. However, as rapid economy developing, a series of social problems are gradually revealed. These problems have become potential reasons for crisis broking out, a number of unexpected events may become a regional or national public crisis. How to effectively deal with the public crisis, build and improve our public crisis management system is a subject worthy of being thoroughly studied.Building public crisis management system needs to build crisis coordination mechanism of public participants. This paper on the subject has been discussed. The article explained the basic theories of crisis management, begins from the public participates of crisis - the Government and the community. Separately analyzing collaboration situation, problems between government, community, government and community , proposed the corresponding measures.更多还原
