我国第三部门在公共产品供给中的实现机制与路径研究

【摘要】 面对市场经济、多元治理的必然趋势,政府、市场在公共产品的供给中存在着自身缺陷。然而第三部门具有独特的优势,其在公共产品的供给中发挥着重要作用。目前我国第三部门虽然发展较快,但是我国第三部门在提供公共产品的过程中更多地体现出对政府的依附性,陷入了自治性、非营利性特征不够明显等困境之中,因此我们应当理顺政府与第三部门的关系,完善第三部门法律体系,建立制度化管理渠道,加强其自身建设,切实发挥第三部门在供给公共产品中的优势,最终促使第三部门走出困境。本文从第三部门与政府、社会的关系出发,既借鉴西方先进经验,又考虑中国实际情况,探索中国第三部门在公共产品供给中成长的道路。本文分为四个部分,其中,第一部分主要阐释第三部门实现公共产品供给的理论支撑;第二部分主要对第三部门实现公共产品供给的可能性和必然性进行分析;第三部分分析我国第三部门在公共产品供给中存在的问题及其制约因素;第四部分是本文的重点,主要从第三部门与政府关系的定位及第三部门自身入手,提出我国第三部门供给公共产品的实现机制和路径。更多还原

【Abstract】 Nowadays, with the reformation of the political and economic structure, the third sector develops and expands rapidly in China. The advantages peculiar to the third sector play a significant role in the public production supplies. As it progresses slowly, the third sector in China relies greatly on the government. In addition, because its non-profit and autonomous characteristics are not clear, the third sector is trapped in predicament. To develop the third sector, the governmental planning, legal construction, mapping out the policy and the training of intellectuals should be highly intensified. So this paper introduces the basic status of the third sector in the public production supplies and analyzes its predicament and puts forward suggestion in China.The author emphasizes the relationship between the third sector and the government or society, draws on advanced experiences and takes the reality of China into account. The author points out the way in which the third sector develops in public production supply. This paper includes four parts. In the first part, the author expounds the conception and theory of the public production. In the second part, the author analyzes the reason why public production is supplied by the third sector. In the third part, the author analyzes the problems and restrictive factors in public production supply. The fourth part is the major part of this paper. The author elaborates on the relationship between the third sector and the government. The author puts forward some feasible suggestion about how to provide the public production in a more effective way.更多还原
