【摘要】 迄今为止,在中国政府已经出台的医药卫生体制改革政策中,药品集中招标采购引发的争论最为激烈。有人认为这项政策应当长期坚持;有人认为应当立即废止。在抵制和无尽的非议中,在新医改方案即将出台的大背景下,药品集中招标又要走向何方?再一次站在改革的十字路口,展望即将踏上新征程的医改方案,我们有必要对它进行重新的审视和评估。论文通过理论分析与实证分析相结合、对比分析法和归纳分析法相结合,运用政府行为理论,公共选择理论等,循着药品集中招标采购制度发展的轨迹,针对“看病贵”这个热点问题,分析药品费用虚高的成因,指出集中招标采购制度的作用有限;从医疗机构中标药品历年销售数量和销售额历年变化趋势对比、中标药品历年销售利润率变化趋势等多方面进行分析,论证药品集中招标采购制度具有较好的成效;从实践出发,对药品集中招标采购制度实施中存在的问题加以总结和提炼,分析其发生的深层次原因;从体制、机制和具体手段方面提出解决药品集中招标制度存在的问题的对策和建议。更多还原

【Abstract】 So far, centralized tender purchase for Pharmaceuticals (CTPFP) caused drastic controversial among all the Chinese policy for healthcare system. Some people think that this policy should be upheld for a long time and some that should be immediately repealed. Because of strong resistance and endless criticism, where will CTPFP go before healthcare reform plan is issued? Standing at the reform crossroad, looking forward to healthcare reform, it is necessary for us to re-examine and evaluate CTPFP.Through theoretical and empirical analysis, the combination of analytical and inductive method, the use of Government Behavior Theory and Public Choice Theory, on the trajectory of CTPFP system development, we are focusing on "overly expensive medical services", analyzing the cause of expensive cost of medicine ,and indicate that the role of CTPFP is limited. By the contrast of sale volume of the bid-winning pharmaceutical and the analysis of the sale margins of the bid-winning pharmaceutical in hospitals over the years, The effectiveness of CTPFP is demonstrated; from practice, the existing problem of CTPFP is summed up and refined and its deep-seated reasons are analyzed; from institutions、mechanisms and physical measures, the countermeasure and solution to the problem of CTPFP is put forward.更多还原
