【摘要】 改革开放以来,中国电信行业发展迅猛,对拉动国民经济快速发展,促进经济结构调整起到了至关重要的作用。电信业的发展也处于由量变到质变的转变过程。竞争格局的多元化、技术的更新换代及业务的融合,使电信运营企业面临越来越多的挑战。电信运营商竞争日趋激烈的今天,各种违反公平竞争的互联互通问题也日益尖锐和突出,政府对企业的有效监管就显得尤为重要,是保证我国通信市场整体长期健康发展的基础。本文通过对我国电信行业互联互通状况进行分析,结合2007年全球电信监管走势,以近几年互联互通部分案件为例,指出了我国产生互联互通问题的主要原因以及我国电信监管在互联互通方面取得的进步与存在的不足,并结合实际提出针对我国互联互通问题的解决建议。更多还原

【Abstract】 Since reform and opening up, Chinese telecom industry is developing rapidly, this stimulates development of the national economy rapidly and has played a crucial role of promoting economic restructuring. The development of telecom industry is also in the transformation process from quantitative change to qualitative change. The diversification of competition pattern, technology upgrading and business integration makes more and more challenges for the telecom enterprises. With the telecom operators competitive increasingly today, all kinds of anti-competitive interconnection problem has become more acute and prominent, the government’s effective supervision on the enterprises is particularly important, which is a basis to ensure that Chinese whole telecom market has a long-term healthy development.Based on the analyses of the interconnection state of Chinese telecom industry, combining with 2007 global telecom regulatory trends, and with the example of nearly years interconnection cases, this thesis has pointed out the main cause of giving birth to the problem of Chinese interconnection, the progress made and the lack of Chinese telecom, and combing the fact, gives the solutions of the Chinese interconnection problem.更多还原
