【摘要】 中国农业生产责任制是从我国小农经济的现实出发所制定的有效农业生产经营管理体制。它是农民群众的一次大胆实践,它的产生与不断发展,直接关系我国农业劳动生产率能否提高,社会是否稳定。建国50多年来,我国农业生产责任制经历了一个曲折的历史发展过程。从土地改革到农业合作化,从人民公社到家庭联产承包经营,每一步探索和改革,中国农民都走过了一条不平凡的道路。最终,在中共十一届三中全会之后,中国农村推行了家庭联产承包责任制,从而带来了农村经济和社会发展的历史性巨变。回顾这段历史,重新对我国农业生产责任制进行阐述,并在此基础上探寻和总结其基本经验,不但有理论上的学术价值,有助于加深我们对土地制度政策的认识和对农村经济体制改革的必要性和重要意义的理解,而且在实践上,使我们能够针对当前农村存在的主要问题,进一步推动和深化农村改革,特别是对农村土地制度改革的进一步深化,加快新农村建设具有重要的现实意义。本文分三个章节进行阐述:第一章我国实行农业生产责任制的历史条件,主要以土地改革和前苏联等国家生产责任制的经验教训作为历史背景。第二章我国农业生产责任制的基本内容和历史过程,主要考察我国农业生产责任制的初步探讨到责任制的曲折发展再到创新与丰富。第三章我国实行农业生产责任制的基本经验,主要经验是以农民为主体,从实际出发,建立灵活多样的责任制形式,坚持以市场为取向的改革,不断完善和发展农业生产责任制,坚持和完善党对农业生产责任制的领导工作,尊重农民群众的创造实践,依靠农民群众来发展农业生产责任制。更多还原

【Abstract】 The responsibility of agricultural production in China is an effective agricultural management and administration system based on the situation of peasant economy in our country. It is a courageous practice by peasants; its existence and constant development are directly related to the improvement of agricultural labor productivity and the stability of society in our country. In over 50 years’ time since our country came into existence, the responsibility of agricultural production in China has undergone a tough development procedure. Peasants in China have undergone a magnificent road in each exploration and reformation both from land reformation to cooperative transformation of agriculture and from people’s commune to the management of household contract responsibility. In the end, the management of household contract responsibility is put into practice in countries after the third plenum of the eleventh central committee of CPC, bringing historical and dramatic change in country economy and social development. The retrospect’s of this history, the second illumination of the responsibility of agricultural production in China and explored and summarized essential experience based on it not only have academic value, helping us deepen our knowledge on land system and understanding on the necessity and great meaning of economical reformation in countries, but also practically enable us to further force and deepen country reformation, especially the reformation on land system in countries, in allusion to central problems in countries nowadays. The quickening of the construction of a new country has practical significance.This thesis is expatiated by 3 chapters:Chapter 1 The historical conditions of adopting the responsibility of agricultural production in our Country. Chapter3 The basic experience of adopting the responsibility of agricultural production in our country. Proceed on the basis of the reality, Establish the form of agile diversified system of job responsibility, Insist on with the market, perfect and develop the agriculture unceasingly produce the system of job responsibility, Insist on and perfect the party producing the collar of system of job responsibility to agriculture, The creation that respect peasant’s masses are practised, Rely on the people’s masses to develop the agriculture and produce the system of job responsibility.更多还原
