【摘要】 社区发展既是我国经济和社会发展到一定阶段的必然选择,也是实现社会主义现代化宏伟目标的重要举措。20世纪80年代以来,以经济结构和社会功能多元化为先导,推动城市社会结构和功能的进一步分化,城市社区作为现代城市的基石,理所当然受到重视,提高到应有的位置。但是,我国城市社区管理中“政社不分”的情况依然存在,社区管理仍旧更多地体现为一种政府行为。因此,科学地界定社区居委会的角色与功能,是建构具有中国特色网络式社区管理体系的关键所在。本文运用理论研究与实践调查相结合的方法,先从理论的层面上对社区居委会管理涉及的理论进行文献综述,然后试图通过对江苏省盐城市社区居委会建设的个案分析,针对我国城市社区居委会角色与功能错位这一问题,分别明确社区公共管理中政府、社区自治组织、居民三个管理主体的角色与功能,以期让社区各管理主体找到位置,准确定位,建立新型的以自治为基础,以行政为导向的城市社区管理体制,以实现城市社区管理“善治”的目标模式。更多还原

【Abstract】 Community development is not only an inevitable choice after our country’s ecomomy and society has reached some certain stage, but also an important move to realize the magnificent objective of socialist moderization. Since 1980s, city structure and function has been further divided under the guidance of pluralism of ecomomical structure and social function. City community is undoubtfully highly valued. However, the situation that there is a mixed management of goverment and community in city community management still exists, and it remains more of a government act revealed in community management to some extent. Scientifically defining and combining the competence of government administration and community puplic management is very crucial for building up the community management system with Chinese characteristics. This thesis combines theoretical research and practical investigation, firstly discusses the community public management and makes the general statement in theory. In view of functional localization obscurity which is universally existent in city community construction, it then defines respectively the roles and functions about three main managing parts which are government, community self-rule organizations, dwellers after a case analysis on Yancheng community construction in Jiangsu Province,so that the main managing parts are able to properly evaluate themselves and establish an administration-oriented city managing system as well as a new target mode to realize an appropriate community management on a self-rule basis.更多还原
