【摘要】 二十世纪六十年代以来,世界各国相继进入高等教育大众化的阶段,伴随着高等教育规模的扩大,一系列质量问题的日益突出,世界各国纷纷建立起了教育质量的外部保障体系来促进本国高等教育质量的提高。南非在这方面也进行了积极的探索。曼德拉民主政府成立之后,为消除种族隔离制度对高等教育的不利影响,为全体学生提供高质量的教育资源,政府开始了对高等教育质量的改革。经过几十年的探索与发展,目前南非已经建立起了较为完善的高等教育质量外部保障体系,对高等教育质量进行管理、监督和评估,为教育质量的提高打下了坚实的基础,其成功经验值得我们借鉴。文章共包括四部分内容:第一部分:南非高等教育质量外部保障体系的建立动因及发展历程。南非高等教育质量外部保障体系的发展大致经历了探索、初创和完善三个阶段,体系的建立有着其深层次的历史与现实原因:首先是世界范围内高等教育质量改革浪潮的影响,任何一个国家都不可能错过这样一个高等教育发展的机遇期。其次,经济全球化的发展促使人力资源竞争日趋激烈,提高教育质量将是国际高等教育发展的共同趋势。其三,教育质量和公平对南非有着特殊的重要性。长期以来,南非的种族隔离制度导致其高等教育发展极不平衡,为缩小不同种族人民之间受教育的质量差距,实现教育公平和提高教育质量,南非政府对本国高等教育质量外部保障体系进行了积极的改革和完善。最后,以知识经济为依托的未来社会,将是一个终身学习的社会,完善的高等教育质量外部保障体系将是为更多人提供优质教育资源的有效途径。第二部分:南非高等教育质量外部保障体系的运作情况。介绍了南非高等教育质量外部保障体系的基本框架、保障内容和评估标准,并以罗得斯大学为例,介绍了质量外部保障体系的实践过程,为了解南非高等教育质量外部保障体系的运作情况提供一个清晰的思路。第三部分:南非高等教育质量外部保障体系的特色。总结了体系所体现出来的主要特点。其一它具有坚实的法律基础;其二是完善的保障体系;其三是多元化的评估主体;其四是注重参与高等教育质量保障的国际合作。第四部分:反思与借鉴。通过前面几部分的论述,结合我国国情,借鉴南非高等教育质量外部保障体系的成功经验,提出了完善我国高等教育质量外部保障体系的若干建议。更多还原

【Abstract】 Since 1960s, some countries stepped into the mass higher education. The higher education expanding caused many quality problems, many countries have established higher education external quality assurance system to improve the higher education quality, and so is South Africa (SA). After the establishment of Mandela democratic government, it started the quality reform of higher education in order to eliminate the disadvantageous affection to higher education which the apartheid system provide, and supplied all the people for high quality education. With years’ exploit and reform, SA has established a perfect higher education external quality assurance system to govern, supervise and evaluate the quality of higher education now. It provides a substantial foundation to the improvement of educational quality. This thesis contains four parts as follows:Part one: the establishing background and development of the external quality assurance system in SA. Since the 1980s, the development of the external quality assurance system in SA experienced three stages: exploit, establish and improve stages, which had its own deep historical and actual reasons. First of all, it was affected by the international quality reform; Secondly, the economic globalization impelled the furious compete of human resource; the higher education quality improvement became the common tendency of the international higher education development; Thirdly, education quality and equality played a vital role in SA. in a long period time, the apartheid system effected SA in every aspects including higher education, in order to reduce the education quality differences between all kinds of race people, it necessary to reform the higher education quality in SA; Finally, the 21 century is a economic society, it is also a life-long learning one, perfect external quality assurance system will be the best way of providing excellent education resources to all citizen.Part two: the implement and operation of the external quality assurance system in SA. It describes its basic framework content and evaluating standards, taking Rhode University as example to detail how the external quality assurance system works, it provide a clear thinking way to acquire the implement and operation of the external quality assurance system. Part three: the characteristics of the external quality assurance system in SA. First, it has substantial juristical foundation; second, it has a perfect assurance system; third, it has multi-assurance bodies; Forth, it pays attention to the international cooperation.Part four: reflections and lessons. According to the analysis of the external quality assurance system in SA, this thesis provides some useful suggestions to the reform of the external quality assurance system in Chins by drawing lessons from SA.更多还原
