【副题名】以广东省龙川县龙母镇为例

【摘要】 农用地分等工作是“新一轮国土资源大调查”的重要组成部分,是土地管理实现由数量管理向数量与质量管理并重转变的基础性工作,对已经完成农用地分等工作的地区而言,如何对该成果进行充分合理的应用,就显得非常重要。鉴于此,本文以龙川县龙母镇韩江段土地整理项目区为例,开展了农用地分等成果在土地开发整理项目上的应用研究。首先,农用地分等与土地开发整理的关系研究。其中包括农用地分等与土地开发整理的相同点和不同点研究。其次,根据土地开发整理的要求和农用地分等成果的特点,本文将土地自然质量等、土地利用系数、土地经济系数等应用到土地开发整理的可研、初步设计、质量控制、项目验收等方面研究。第三,本文借鉴农用地分等理论方法,对龙川县龙母镇韩江段土地整理项目区农用地进行了土地开发整理后的耕地质量评价研究。最后,开展了基于利用等的耕地按等折算研究。土地开发整理是补充耕地的重要来源。土地开发整理后的耕地按等折算,能确保真正意义上的耕地占补平衡。通过研究,取得了以下成果:(1)理论研究,农用地分等成果可以为土地开发整理项目的评价指标体系建立、权重确定以及耕地自然质量等别、土地利用等别、土地等别的变化提供控制指标、评价方法和具体的评价步骤。(2)实证研究,农用地分等成果在广东省龙川县龙母镇韩江段土地开发整理项目可行性研究、规划设计、中期检查、验收中的具体应用。(3)龙川县龙母镇韩江段土地整理项目区土地整理后耕地质量评价成果。(4)基于利用等的龙川县耕地按等折算成果。更多还原

【Abstract】 As a major part of presenting land resource survey,classification,gradation and valuation on agricultural land can promote the land management from "quantitative management" to "quantitative and qualitative management",it is necessary for land management scientifically.For the districts which have finished the agricultural land grading,how to apply the results enough is obviously important.In view of this,this paper explores the application of agricultural land gradation outcomes in land consolidation and adjustment,taking the land rearrangement project of the Hanjiang of Longmu,LongChuan County in Guangdong Province in China.Firstly,to research the relationship between agricultural land grading and land consolidation and adjustment,including the same and different points.Secondly,according to the requirement of land rearrangement and the features of agricultural land grading,this paper applies the land natural quality grade,land use coefficient,land economic coefficient into the feasibility study,preminary design,quality controlling and project acceptance in the land consolidation and adjustment.Thirdly,taking the agricultural land grading theory as reference,this paper does research in evaluation of cultivated land quality on the agricultural land of Hanjiang of Longmu,Longchuan County after the land consolidation and adjustment.Lastly,this paper does research in cultivated land conversion between grades based on the land use grades.The land consolidation and adjustment is the important source of added arable land.The cultivated land conversion between grades after the land consolidation and adjustment can ensure the balance of arable land truly.It gets some results from the study as follow:(1)theoretical study:agricultural land grading results can offer controlling indicators,evaluation methods and specific evaluation steps for the land consolidation and adjustment,including the establishment of evaluation indicators system,the decision of weight,the land natural quality grade,land use grade,the changes of land grades.(2)Empirical study:agricultural land grading results specifically in the feasibility study,planning design,medium-term check,and acceptance of the land consolidation and adjustment of the Hanjiang part. (3)The evaluation of cultivated land quality results after the land rearrangement in the project district of hanging part in Longmu Town of Longchuan County.(4)The conversion results between grades of the Long Chuan County based on the use grades.更多还原
