【摘要】 地籍管理信息系统是土地信息系统的重要组成部分,是地理信息系统技术在地籍管理中的应用。随着我国经济体制改革的不断深入和发展,土地管理方面的法律、法规的不断完善,我国的房地产事业得到迅猛发展,土地权属的变更变得极为频繁,人地矛盾变得极为突出,因而地籍管理的现代化已经势在必行。建立地籍管理信息系统目的是为土地管理部门提供一个安全、可靠、功能强大、界面友好、操作简便的地籍管理工具,实现地籍管理办公自动化、电脑化、网络化,地籍资料管理数字化,满足地籍管理各项业务的要求和需要。本文在查阅大量文献资料的基础上,针对广大地县级土地管理部门的特点,结合Mapobject、Arcview以及数据库技术,以软件工程思想为指导,在理论、方法和技术上对地籍管理信息系统进行了研究和设计,对地籍管理信息系统的查询、办公流程控制和图形处理等方面进行了探讨。并在以下方面取得了一些成果和进展:(1)本文从地县级土地管理部门的特点和要求出发,并依照GIS软件工程的思想,实现了地籍管理信息系统的系统功能结构设计、系统软硬件配置、系统数据库结构设计和系统的开发,对同类型信息系统的建设具有一定参考价值。(2)数据库是一个系统的根本,其设计的优劣直接影响系统的开发、运行乃至整个系统的应用效率以及系统的扩展性和兼容性。本文在参考国土资源部城镇地籍数据库标准基础上,根据用户实际情况设计出一个简洁、实用地籍数据库,并预留了一定的字段以保证今后的扩展性。(3)图形处理是地籍信息系统的难点。本文利用MAPobject的二次开发功能,在系统中实现了图形的编辑、查询、统计、调用与打印等操作,很好的解决了这一问题。更多还原

【Abstract】 Cadastral management information system is an important component of land information system.It is an application of GIS technology on cadastral management .with our country economical structure reform unceasingly deeping and developing.Law and regulations about land management continuously perfecting.Our coutry’s real estate developed rapidly.The ownership of land changes so frequent,the contradiction between man and land is extremely remarkable ,so the modernization of cadastral management is absolutely necessary.The purpose of establish cadastral management information system is that it can provide a cadastral management tool which is safe ,reliable,functional ,friendly interface and easily operated to materialize cadastral management office automation,computeral,internetal and cadastral material management digital to satisfy the demand and need of all cadastral management’s profession work.After consulting a great quantity of literature and material,against the characteristic of broad town or province land management sector,combining with MapObject、Arcview and database technique,make software project idea as guide,this essay make a research and design about cadastral management information system in theory、method and technique,and make a discuss about cadastral management information system’s inqune、office procedure control and graph handle and so on.we make some result and progress showed blow:(1)At the base of characteristic and demand of town or province land management sector,in accordance with GIS software project idea,we relized system function structure design、system hardware and software equip、system database design and system develop of cadastral management information system,and it is worth consulting to set similar information system.(2)Database is the root of a system,whether its design is good or not will influence directly system’s development、movement、application efficiency of whole system and the expandtion and compatibility of system.After refering to Urban cadastre database standard of the Ministry of Land and Resources,according to consumer’s practical condition ,we designed a brief,practical cadastre database and reserved certain field to make future expandtion possible.(3)Graph handle is hard point of cadastral information system. Using MapObject’s second exploit function,we realized edit、inquire、statistics、transfer and print of graph,and easily solved this question.更多还原
