【摘要】 在市场经济体制下,城市与企业相似,同样是市场竞争的主体,尤其是在全球化、知识经济迅猛发展的今天,城市与城市之间的竞争决不亚于企业与企业之间的竞争.经营城市的理念正是在这样的背景之下应运而生的。实施经营城市,是我国由计划经济体制向市场经济体制转型过程中对城市规划、建设、管理的理论创新,是针对我国国情做出的理论总结。运用经济来扩大城市规模,增强城市经济实力,必须坚持“以人为本”的理念.整体经营,实施城市可持续发展战略。论文首先介绍了经营城市的理论基础。经营城市是一个系统工程,涉及城市竞争、政府再造、中心地、产业结构演变、城市空间结构等理论。在相关理论的基础上,分析了经营城市的主体、客体和方式。然后介绍了上海、大连、青岛三种经营城市模式。最后结合重庆合川的实际,给出了该市科学经营城市所应采取的经营对策和建议。本文主要围绕科学经营城市的基本概念、范畴、内容而展开研究.对于不断丰富我国经营城市的理论具有一定的参考意义.更多还原

【Abstract】 Under the marketing economic system, the city is similar to enterprise, it is equally a main player in the market competition, especially in globalization process and kownledge economy develop rapidly today, the competition between cities is not second to that of enterprises .The idea of operating a city just arises at the historic moment under such a background. Implementing the city to manage, it is our country that is made the transition the theory of urban planning, construction, management in the course to the market economic system by planned economic system and innovates, and it is the theory that makes to the national conditions of our country that is summarized. Use economy to expand the city size, strengthen the economic strength of city, must insist on the theory that is"based on people", manage wholly, implement the sustainable development strategy in the city.This paper has introduced the theoretical foundation that the city manages at first.City management is system engineering.involveing city competition.government reforger, heartland, evolvement of industry structure, space structure of cicy ,etc. of city theory. On the basis of relevant theory, analyzes the subject, object and ways of the city management;then introduces three kinds of urban management modes in Shanghai, Dalian and Qingdao;introduces the new things and new situations appearing in the course of managing of city at last.This paper launches studying around the basic conception, category, content of operating the city scientifically mainly, have certain reference meanings in enriching the theory that our government operate the city constantly.更多还原
