【副题名】以嘉定为例

【摘要】 改革开放以来,随着我国社会经济的大力发展,大量农村剩余劳动力涌入城市,尤其是社会经济基础较好的大城市吸纳了大量外来人口。进入城市的大量人口由于经济原因大多聚集在城郊结合部。结合部治安状况恶化似乎成为必然。本文以嘉定区为例,借鉴国内外先进经验,用定量分析法、比较法研究了城郊结合部治安状况恶化的原因,并提出作者的一些关于城市实有人口管理的合理化建议,其中包括诸如控制人口总量,加强人力资源开发,提升居民就业能力、强化人口流动性管理等。本文分为六个部分,第一部分我首先是对相关概念的解析,其中包括城郊结合部、实有人口、治安管理等。第二部分是国内外对人口管理政策的比较,户籍管理一直以来都是政府管理人口的主要政策,这一部分主要是对我国自古以来的各种户籍制度及国外户籍制度进行比较。其中包括我国户籍制度的演变,现有户籍制度对治安管理的影响,国外制度给我们的启示。第三部分是以上海为例,阐述了城市发展与治安管理方面的关系。其中包括上海市发展的中长期定位与城市治安管理的关系,城郊结合部对整个城市管理的影响。第四部分,我选取了上海的城郊地区嘉定区,在调查了现阶段上海城郊结合部的人口和治安状况的基础上,分析城郊结合部产生治安状况恶化的深层次原因。这一部分是全文的重点共分为三节。第一节主要对嘉定区实有人口现状的调查分析,第二节是对城郊结合部因最后一部分,在分析问题的基础上,提出了一些建设性的建议,其中包括充实基层,提高干警的素质、控制实有人口总量,提高人口素质,严防外来人员流窜作案、强化管理,提高素质强化严打斗争,加大打击力度、抓联防,重协作,强化防范意识、加强对出租房屋的管理等。更多还原

【Abstract】 Since the implementation of reform and opening policy, along with the vigorous development of social economy, a large number of rural surplus labors have poured into cities, and especially those with better economic foundation have bought in the massive non-native population, mostly gathering at the suburb intersection, which seems inevitably to worsen the intersection public security condition. Taking Jiading District as an example, profiting from the domestic and foreign advanced experiences, with the quota analytic method and the comparison test, the reason why the suburban intersection public security condition worsens has been studied in this paper. And the author proposes some solutions to the real-time population management, including to control of population size, to strengthen human resources development, to promote the residents’ability in seeking employment, and to strengthen the population fluidity management, etc.This article is divided into six parts: the first part is an analysis of the related concepts, including the suburban intersection, to really have the population, the public security management and so on. The second part discusses the evolution of China’s population control policies at different stages ever since ancient times, and compares the domestic and foreign population regulatory policies. The third part takes Shanghai as an example to elaborate the relations between urban development and the public security management, which includes the medium and long-term targets and the urban public security management relations, as well as the influence of suburban intersection to the entire urban management. In the fourth part, the author selects Shanghai’s suburban Jiading District, investigates Shanghai suburban intersection’s population at the present stage and in the public security condition foundation, and analyzes the suburb intersection to have the deep level reason which the public security condition worsens. As the focus of the entire text, this part is divided into three sections. The first section gives a diagnosis to the present population of Jiading District; the second section serves as the last part of the analysis of suburban intersections’problems, and proposes some constructive suggestions, including the enrichment of basic units, the improvement of police officer’s quality, the quantity control of the current population, taking strict precautions against the external personnel to flee in committing a crime, the strengthened management, to enhance the quality strengthening striking hard struggle, increases the attack dynamics, to stress the joint defense, to emphasize cooperation, to strengthen guard consciousness, to control tightly the houses to let and so on.更多还原
