水泥行业实施清洁发展机制的有关问题研究

【摘要】 清洁发展机制(CDM)是国际社会为了抑制全球温室气体的排放而制定的一种合作机制,它不仅有利于发达国家以较低的成本实现减排义务,而且可以促进发展中国家的可持续发展。水泥行业一直是我国的污染物排放大户,如果水泥行业能开发申请CDM项目,将会给水泥行业带来良好的环境效益和显著的经济效益。本文首先对水泥行业实施CDM项目的潜力进行了分析,然后通过定性分析和定量计算,探讨了CDM方法学中基准线的设置方法、额外性的评价方法等相关问题,给出了合理的设置方法和评价流程,为水泥行业有效实施CDM项目奠定了坚实的基础。通过对水泥生产过程CO2减排潜力的分析,得出了水泥生产三种主要排放源—原料分解、煤燃烧和电力消耗的排放系数,并以此对可能实施的减排技术的减排潜力进行了分析,可以看出添加混合材技术的减排潜力最大,即使减排潜力最小的替代燃料技术,其年减排量也超过了百万吨,这为水泥行业实施CDM项目提供了有力的证据。通过对清洁发展机制基准线各种设置类型的比较分析,可以看出在静态基准线中,地区级基准线是比较合理的;而相对于静态基准线,动态基准线又是最理想的设置类型;通过对CDM项目额外性的各种评价指标的比较分析,确定了采用障碍分析、排放量分析和普及性分析对项目的额外性进行评价,并给出了合理的评价流程。最后,通过对华北地区某5000t/d的水泥窑纯低温余热发电项目进行方法学研究,验证了前面所提出的基准线的设置方法、额外性评价等的建议,并通过减排量的计算,进一步讨论了基准线的设置方法。
【Abstract】 The clean development mechanism(CDM) is a cooperation mechanism which is made to inhibit the globe greenhouse gas emission. It is not only favorable to developed countries to realize emission reduction obligation with lower cost, but also can help sustainable development of developing countries. The CO2 emission is very serious in cement production process in our country, if cement industry can develop and apply CDM project, It will take good environmental and significant economic benefit to cement industry. The article firstly analysis the potential of cement industry to implement CDM project, and then by qualitative analysis and quantitative calculation, we discuss the baseline setting methods, the additive evaluation methods and so on, and give the proper setting methods and evaluation process.By the analysis of CO2 emission reduction potential in cement industry, we obtained the three main emission sources’emission coefficient, base on the conclusion, we analysis the reduction potential of possible technique. From the analysis, we can see the technique of using admixture has the largest emission potential, even the alternative fuel technique , who has the lowest emission potential, can give more than a million tone of emission reductions every year, which provide powerful evidence to implement CDM projects of cement industry.By comparative analysis of CDM baseline setting types, we obtained that regional baseline is more reasonable in static baseline. Compared with static baseline, the dynamic baseline is the most ideal setting type. By comparative analysis of additive evaluation indexes, we determined to use obstacle analysis, emission analysis and universality analysis to evaluate project’s additive, and gave the proper evaluated process.At last, by researching the methodology of CDM porject case in cement industry, we validated the conclusion we have got, studied the practical application of methodology“ACM0004”.
