【摘要】 人类正在经历着一场跨越千年史册的巨大变革。在这场变革中,人类将以惊人的加速度走出工业文明,步入信息时代。当前,一个以知识经济为特征的社会在发达国家和地区己经诞生,并迅速向全球扩展。知识在经济增长和社会变迁中地位的突现,不仅改变着人们的生产方式和生活方式,而且改变着人们的思维方式和学习方式,这是对教育的严峻挑战,也为教育的改革发展提供了千载难逢的机遇。我国的教育怎样才能抓住机遇,迎接挑战?在跨世纪的转折点上,随着信息时代的降临,只有创新素质教育才是21世纪中国教育管理改革的旗帜。以全体学生的全面发展为主旨的素质教育的提出,是时代的需要,教育发展的必然,也是社会主义新社会的本质要求。我们研究创新素质教育,既具有理论上的意义,又具有实践上的价值。第一,创新素质教育研究具有重要的理论意义。教育与社会发展的关系问题,是教育理论中的基本问题。创新与保守是教育发展的一对矛盾,它反映了社会发展的需求与教育自身的发展规律之间的相互作用及其规律。无论是教育发展的个案研究还是一个社会教育发展的系统研究,都无法回避这一问题。第二,创新素质教育研究对深化我国当前的教育改革,培养创新人才,具有重要的现实意义。在现代素质教育的形势下,建设为创新素质教育服务的、现代化的、功能完善的教育教学资源系统,拓展学生自主学习的空间,发展学生的多种能力,特别是创新能力,已经成为基础教育必须研究的课题。本文首先在相关研究综述的基础上,对基础教育进行了介绍,并借鉴我国历史上发展教育的传统经验和发达国家实现教育大众化的具体经验,结合我国政治、经济和文化等社会背景,首次提出促进我国教育健康、和谐发展的创新素质教育理念及管理模式。本文主要研究方法为文献索引法、行动研究法。以人工智能、多媒体技术为基础的信息技术作为研究手段,采用观察、文卷调查、经验总结、实验、对比分析等方法和手段,进行多个轮回的研究。本文的主要结论是:创新素质教育是培养学生再次发现的探索能力、"重组知识"的综合能力、应用知识解决问题的实践能力和激发他们的创造能力的一系列教育活动。把创新理论作为指导创新素质教育的基本原则是非常必要的。这更符合深化教育改革的实际要求。希望本文的研究能够为实现我国教育多元化供给提供理论依据和实践指导,保证基础教育的健康发展。更多还原

【Abstract】 The human race is experiencing a mass transformation spanning thousands of years. During this transformation, the human race will move on from the industrial civilization and enter the information age at an amazing speed. At present, societies characterized by knowledge-based economy have emerged in developed countries and regions, and expanded rapidly all over the world. The knowledge which is playing an increasingly important role in economic growth and social development has changed the way of thinking and learning of the people. This is a serious challenge to education, providing the golden opportunity for the educational reform and development.How could China’s education seize the opportunities and face the challenges? At the turning point of centuries and the beginning of the information age, only the innovative education for all-round development can be the banner of the Chinese educational reform in the 21st century. To put forward the all-round development of all the students is a necessary step of educational development to meet the needs of our time as well as the basic requirement of the new socialist society.The study of the innovative education for all-round development not only bears theoretical significance, but also practical value.First, the study of the innovative education for all-round development bears important theoretical significance. The relation between education and social development is the basic matter of the education theory. The innovation and conservation are a contradiction of the educational development, which reflects the interaction and rules between the needs of social development and the educational development itself. This is an inevitable issue no matter in the case study of educational development or the comprehensive study of the social education system as a whole.Second, the study of the innovative education for all-round development bears important practical significance in deepening the current educational reform and cultivating innovative talents of our country.Under the situation of modern education for all-round development, it is the must-be research topic of the fundamental education to establish the multi-functional teaching resource system for modern education for all-round development, to enhance the self-study possibility for students, and to develop various abilities of students especially the ability to innovate.This paper first gives a brief introduction of fundamental education on the basis of relevant comprehensive researches, and then puts forward, for the first time, the concept of innovative education for all-round development and its management mode to prompt healthy education and harmonious development of our country, under our political, economic, cultural and social backgrounds, and with the reference of traditional experiences of developing history of education of our own country and the detailed experiences of public education of foreign countries. The paper approaches the matter mainly through methods of document index and behavior research and makes several rounds of studies by means of observing, investigating, summarizing, experimenting and analyzing with the artificial intelligence and multimedia information technologies.The major conclusion of the research is:The innovative education for all-round development is a series of educational activities aiming at exerting the students’ability to innovate and further developing their abilities to rediscover, reorganize knowledge, and apply knowledge to resolve problems. The basic principle that the innovation theory should guide the innovative education for all-round development is very necessary, because it meet the practical needs of deepening the educational reform.I hope the research in this paper could provide theoretical basis and practical guidance for realizing the multi-lateral education of our country and ensuring the healthy development of fundamental education.更多还原
