【摘要】 当今社会,随着经济全球化及市场竞争的不断深化,自主创新在科技发展和国家竞争中的战略地位愈显重要。世界各国经济发展的实践证明,自主创新是经济增长的源泉,是企业赢得竞争优势和实现可持续发展的不竭动力。在我国,中小企业正成为推动国民经济发展的重要力量,其自主创新在提高产业竞争力和促进经济飞速增长中的重要作用已经成为共识,尤其在建设创新型国家过程中,中小企业更是发挥着十分独特的魅力和作用。为了实现国家和经济社会发展的宏伟目标,政府需要高度重视中小企业在自主创新中的作用。一方面,政府需要加大对中小企业的直接技术创新投入;另一方面,政府还需要进行支持中小企业成为创新主体的间接投入,帮助其有效破解在发展、创新中的阻碍和困境,以促进中小企业的健康、持续发展。这对提高我国中小企业自主创新的水平以及加快建设创新型国家具有非常重要的理论价值和现实意义。本文包括理论基础、调查分析、金融支持体系构建三个部分。论文首先就研究背景、意义、国内外研究状况以及我国中小企业特点和中小企业自主创新的作用等进行了梳理和分析,同时对四川省部分中小企业自主创新情况进行了抽样问卷调查,通过统计分析得出中小企业自主创新的现状和影响中小企业自主创新的主要因素为缺乏金融投入;并对制约中小企业自主创新的金融支持因素进行了分析,在此基础上,构建了完整的中小企业自主创新的金融支持体系。本文共包括4个章节。第1章,引言。本部分逐次交待了研究背景、研究意义、研究方法、研究的技术路线和论文的主要创新点。并对中小企业自主创新以及中小企业自主创新金融支持体系的现有国内外研究进行了综述。中小企业自主创新的金融支持体系是一个需要实践支撑的命题,命题的实现不仅需要理论支撑,更需要实践验证。本章是对全文整体思路、理论框架和体系构建的总括介绍。第2章,中小企业自主创新的调查分析。本部分首先介绍了我国中小企业的概念和特点以及自主创新的涵义和中小企业自主创新的作用。在此基础上,通过设计针对中小企业自主创新现状和影响因素的调查问卷,以四川省部分中小企业为调查样本,进行统计分析,得出调查结论,认为缺乏资金投入、金融支持力度弱等因素是制约我国中小企业自主创新的主要因素。第3章,金融支持中小企业自主创新的瓶颈分析。在这一部分,本文基于中小企业自主创新现状调查结论的基础上,结合相关研究理论,对金融支持中小企业自主创新的瓶颈进行了系统分析和阐述。研究发现影响金融支持中小企业自主创新的主要因素是资金来源单一,研发投入不足,法律政策不健全,金融信贷支持不力,担保机制不完善、社会服务体系滞后,市场准入规则苛刻,企业经营管理不善等。本部分内容为第四章的体系设计奠定了一定的理论基础。第4章,中小企业自主创新金融支持体系的构建。利用模糊综合评价等方法构建了中小企业自主创新的金融支持体系。该体系主要包括中小企业的准入门槛设计、自主创新融资项目中期控制和管理、成果转化三个模块。中小企业的准入门槛模块包括中小企业自主创新能力评估体系设置原则、评价指标体系及指标说明、层次分析法确定评价指标权重、中小企业自主创新能力模糊综合评价模型四个部分。设计中小企业自主创新的准入门槛可以将自主创新金融支持的范围限定在有自主创新能力的企业身上,使得资金的支持更具针对性和效率性;自主创新融资项目中期控制和管理模块通过对接收自主创新支持的中小企业的创新项目进行检查验收,以避免中小企业挪用创新支持资金或存在其他不符合中期控制的行为,并以此为依据对资金的后续资金成本进行调整,以实现对不同企业创新行为的奖励或惩罚;创新成果转化模块利用政府的创新成果服务平台,为受助企业的创新成果进行市场化服务。该模块主要包括创新成果的评估与确认,创新成果市场审批和创新成果市场转化、利得分配三个部分。创新成果转化模块是中小企业自主创新金融支持体系的辅助支撑体系,其对中小企业提供专业配套的辅助服务,不仅可以间接增加中小企业的自主创新动力,还可以作为整个金融支持体系的利得转化中枢,促进中小企业自主创新金融支持体系内部资金的良性循环。最后,本文在归纳了全文的基础上指出了研究的基本结论,并提出了一系列的政策建议,同时也指出了本文的研究不足和未来的研究方向。更多还原

【Abstract】 With the continuous deepening of economic globalization and market competition, independent innovation is playing increasingly important strategic role in national competition as well as science and technology development. The practice of economic development in every nation has proved that independent innovation is a source for economic growth and an inexhaustible motive fore for the sustainable development. In China, small and medium-sized enterprise has become an important drive for national economy development. And it is commonly acknowledged that independent innovation in such enterprises has been playing significant part in improving product competitiveness and promoting a shift in the mode of economic growth. Particularly, in building innovative country, small and medium-sized enterprises are irreplaceable. In order to realize China’s great goal in economical and social development, Chinese government should place great emphasis on the function of independent innovation in small and medium-sized enterprises. On the one hand, government should enlarge the amount of direct investment for technological innovation; on the other hand, government should also increase indirect investment for supporting small and medium-sized enterprises to be the main innovative force. Thus, government could help enterprise effectively overcome hindrance and difficulties in development and innovation, so as to promote the healthy and sustainable development of small and medium-sized enterprises. In addition, it also has important theoretical and realistic value for improving enterprise’s independent innovation and for building an innovative country at a higher speed.This thesis includes such three parts as theoretical basis, survey analysis, and financial supportive system. To begin with, it summarizes and analyzes the characteristics and role of Chinese small and medium-sized enterprises, as well as the research backgrounds, significance and state of study at home and abroad , then a sample survey is made for some small and medium-sized enterprises in Sichuan province; next statistic analysis is made to present the current situation of innovation in small and medium-sized enterprises and the shortage of financial investment which is the main factor influencing their independent innovation; finally, on the basis of analysis of preventive factors of financial support for independent innovation, a complete financial supportive system is established for independent innovation of small and medium-sized enterprises.This thesis includes four chapters.Chapter One: introduction. This part analyzes, one by one the research backgrounds, significance, methods, thought line, and innovation in the research. It also summarizes the research state at home or abroad on both independent innovation of small and medium-sized enterprises and financial supportive system for their independent innovation. The financial supportive system is a practice-oriented proposition, which is not only supported by theories but also testified by practice. This chapter makes a general introduction of whole outline, theoretical framework and systemic structure.Chapter Two: analysis of survey on small and medium-sized enterprise innovation. This chapter analyzes the concept of small and medium-sized enterprises and their characteristics, definition of independent innovation, and its functions. After this, sample survey of current independent innovation and influencing factors is designed and made for some small and medium-sized enterprises in Sichuan province. After statistic analysis, it is concluded that shortage of financial investment and weak degree of financial support is the main factor affecting independent innovation in small and medium-sized enterprises.Chapter Three: analysis of the bottleneck in Chinese small and medium-sized enterprise innovation. This part makes a systemic analysis and description, on the basis of sample result and research theories, of the bottleneck in financial support for independent innovation in small and medium-sized enterprises. It is discovered in the research that the major affecting factors, which hinder Chinese small and medium-sized enterprise innovation, includes unitary source of funds, insufficient investment in research and exploration, not-well-developed legal system, deficient financial credit support, not-so-good guarantee system, poor social service, hash market access conditions, poor management. This part sets a theoretical basis for the financial supporting system design in Chapter Four.Chapter Four: Creation of financial supporting system for Chinese small and medium-sized enterprise innovation. In this chapter, a financial supportive system is established with comprehensive fuzzy evaluation method and the method of capital cost calculation. It mainly includes three models: model of threshold for market access for small and medium-sized enterprises, model of interim control and management of financing program for independent innovation, and model of transformation of scientific and technological achievements. Model of threshold for market access for small and medium-sized enterprises includes the following four parts: the principles of assessment system for ability of independent innovation in small and medium-sized enterprises, assessment indicator system and explanation of indicator, assess weights determined by hierarchical analysis, and fuzzy evaluation on ability of independent innovation in small and medium-sized enterprises. Model of threshold for market access for small and medium-sized enterprises can make financial support on the innovative enterprises, which can improve efficiency of financial support on small and medium-sized enterprises; model of interim control and management of financing program for independent innovation can check and verify the innovative projects of small and medium-sized enterprises so as to avoid misappropriate founds and other acts out of interim control, so that the successor of money can be rearranged and different acts of innovation in different enterprises can either be awarded or punished; model of transformation of scientific and technological achievements can make good use of governmental serving platform of innovation achievements, and serve the market-hunting of innovation achievements for the donated enterprises. This model mainly includes assessment and verification of innovation achievements, examination and approval for production of innovation achievements, and shift from production of innovation achievements to their sale and their profit distribution. Model of transformation of scientific and technological achievements is the auxiliary supportive system of financial supportive system for independent innovation in small and medium-sized enterprises, and it provides the professional and matched service for small and medium-sized enterprises, so that it can indirectly increase new impetus for their independent innovation, balance the loss and profit in the whole financial supportive system, and motive virtuous circle of internal finance in the financial supportive system for independent innovation in small and medium-sized enterprises.Finally, the basic research conclusion is achieved after summarizing the whole paper. Further, some suggestions are made on the policy of enterprise management and the shortage of current research as well as future direction of studies is pointed out in the end.更多还原
