【摘要】 社会和谐是促进政治稳定与经济发展的强大动力,是实现人民安居乐业的重要保证。目前,我国社会正处于发展的黄金期和矛盾的凸显期。长期以来形成的城市弱势群体及其引发的一系列社会问题,成为构建社会主义和谐社会的现实隐忧。鉴于此,如何解决我国现阶段的城市弱势群体问题,成为我们面临的一项紧迫任务。思想政治工作是我们党的优良传统和政治优势,是经济工作和其他一切工作的生命线。经过长期的理论研究与实践探索,思想政治工作积累了宝贵经验,取得了快速发展。而城市弱势群体特征的两面性和成因的多样性,使这一群体的思想政治工作变得更为复杂。因此,本文既综合分析了国内外学者的研究成果,又借鉴了其他国家的实际经验。同时,结合我国城市弱势群体的现状,归纳出城市弱势群体的积极和消极特征,剖析了主客观方面的成因,形成全方位、深层次的认识。创新是城市弱势群体思想政治工作发展的不竭动力,也是解决新问题和实现思想政治工作现代化的有效途径。文章着重从六个方面探讨了城市弱势群体思想政治工作的创新途径:指出要进行观念创新,运用社会主义核心价值体系引领思想政治工作,坚持以人为本的战略思想,树立开放与全局观念;概括出把解决思想问题与解决实际问题紧密结合,注重分类指导和典型示范的重要方法;探讨了如何规范思想政治工作机制,建立健全工作的配套机制,促进其他相关制度的发展以构建良好运行环境的问题;阐述了媒体、文化与活动三大载体在思想政治工作中的作用;提出要利用有利条件,重点发挥城市社区的作用;强调要建立专职、兼职相结合的思想政治工作队伍,深入挖掘民间组织力量。本文力求通过创新,把思想政治工作的“生命线”作用落到实处。更多还原

【Abstract】 Harmonious society is the powerful driving force in the aspects of political stability and economic development. Today, we have to face the“golden development period”and the“period of prominent contradictions at the same time. Urban vulnerable groups and a series problem it triggered, becoming the reality of problems in building the harmonious society. As a result of that, it is the urgent task to resolve it.Ideological and political work is our party’s fine tradition and political superiority, is the economic work and all other work as the lifeline. After a long-term theoretical research and practice, ideological and political work has had lots of valuable experience. And what’s more, it also develops rapidly in recent time. Nobody can deny that those are characteristics and causes, which make the ideological and political work of urban vulnerable groups more complicated. Because of that, this paper makes a contrast and summary of different scholars’point of view, learning advanced experience from other countries. From the point of present situation of urban vulnerable groups, it sums up three characteristics of urban vulnerable groups by seeing through the appearance. With the hope of revealing the source of causes, this paper analyzes them from two aspects, including objective and subjective causes, in order to have an objective and all-round cognition.Having had an understanding about the challenges and problems, this paper focuses on how to innovate, which is the main part of the whole context. It is consist of six parts, concept innovation including socialist core value system, the explanation of“people oriented”, open mind and overall concepts; method innovation means let the solutions of ideological problem closely linked to the ones of practical problems, classification guidance and typical model; mechanism innovation including the main working mechanism, matching mechanism and other system; carrier innovation about media, culture and activities; field innovation about how to make full use of communities; team innovation about full-time team, part-time team and civil society organizations.
