【摘要】 研究与开发(R&D)是跨国公司的核心职能之一,也是跨国公司全球竞争优势的主要来源。随着经济的全球化、信息技术的进步和高新技术产业的飞速发展,跨国公司为了适应更为激烈的全球化竞争,改变过去仅将R&D活动集中在母国或者少数专业市场的做法,开始加大海外R&D投资的力度。R&D国际化的战略已日益成为跨国公司获取高额利润和提高企业竞争力的重要手段。与此同时,随着我国综合国力和对外开放水平的不断提高,我国市场在全球经济中地位的逐步提高,20世纪90年代以后,跨国公司在加大对华贸易和生产投资的同时,纷纷到我国设立R&D机构,特别是近几年来跨国公司在华设立R&D中心飞速发展,跨国公司在华投资主要集中在电子、信息、软件、化工等领域。面对这一新现象,理论界对跨国公司R&D国际化的研究从20世纪90年代才刚刚开始。目前对跨国公司R&D国际化动因、跨国公司技术转移、知识扩散方面的研究非常之多。但是对于很少从东道国的引资环境角度入手研究。与跨国公司所从事的一般生产性或贸易性的直接投资有所不同,以技术创新为主要目的的跨国公司对外R&D投资更多考虑的是东道国的科研环境、引资政策等相关政策。一般而言,当东道国政府推出积极的吸引跨国公司R&D投资的相关政策时,跨国公司将愿意在东道国从事R&D活动,投入更多的R&D投资。可见,东道国的引资环境对于吸引跨国公司的R&D投资具有重要的作用。本文在对跨国公司R&D投资趋向研究的基础上,从东道国的角度,研究如何创造更好的引资环境来吸引更多的跨国公司R&D投资。本文主要从我国引资环境和跨国公司R&D投资两个角度进行探讨:通过从跨国公司和我国引资环境两者的涵义、特征、原因、发展趋势、存在问题以及其理论基础进行详尽分析,对跨国公司在华R&D投资的所有因素进行分类研究。通过分析研究找出跨国公司在华设立R&D中心的主要的影响因素,着重对影响跨国公司R&D投资的影响因素选择展开实证分析,力求具体分析我国吸引跨国公司R&D投资的决定因素。同时结合跨国公司R&D投资动机,从中发现一些规律性的东西,从而为我国政府打造更好的引资环境,以吸引更多的跨国公司R&D投资提供建议和依据,因此具有一定的理论价值和实际意义。更多还原

【Abstract】 R&D is one of MNCs core functions, also is the main origin of competitive superiority of the MNC. With the globalization of the economy, progress in information technology, and the rapid development of new high-tech industries. In order to adapt the more intense globalization competition,The MNC hasn’t concentrated its R&D activity in the motherland or the minority specialized market procedure, and started to enlarge its R&D investment dynamics overseas. International strategy of R&D has become the MNCs means of getting high profits and improve its competitiveness.At the same time, as China’s comprehensive national strength and the level of opening up constantly raise, China’s market status in the global economy gradually improved since the 1990s, multinational corporations have increased trade and production investments with China, they have come to China to set up R&D institutions, particularly in recent years, multinational companies set up R&D centers rapidly,MNC invest in China mainly concentratly in the electronics, information, software, chemistry, and the other fields.Facing this new phenomenon, the theorists just started to the research of the MNC R&D internationalization since 1990s. At present, the research in R&D internationalization agent,MNC’S technology transfer, knowledge proliferation aspect is Extremely are too many. But for the research of taking in foreign investments from the perspective of the host country are very few. Different from the direct investment, R&D investment ,which main purpose are technology and innovation,MNS are more considerate in the host country’s scientific research environment, attract investment policies, and other related policies. Generally speaking, when the host government carry out attracting multinationals active R&D investment related policies, multinational companies in the host country will be willing to engage in R&D activities, invest more R&D investment. When the MNC invest in the host country for R&D investment, on the one hand it can improve their ability in technological innovation, on the other hand it will play a positive role in the host country’s economic development and scientific and technological level of high-quality professional training. Thus, the host country’s environment for attracting foreign investments of MNCs R&D investment has an important role.Therefore, this article discuss how create the better environment to atract the more MNC R&D investment from the host country angle. This article mainly carry on the discussion in two angles:our environment of attracting foreign capital and MNC R&D investment. Through the exhaustive analysis into implication, the characteristic, the reason, the trend of development, the existence question as well as its rationale foundation in two angles. and classified all factors of the MNC into China R&D investment. through the analysis to disvover the main factor of influent the MNC set up the R&D center in China,it has certain theory value and the significance. with launching the real diagnosis analysis to the influence factor of affecting the MNC R&D investment, to analyzes the determining factor of our country to attract the MNC R&D investment. Simultaneously unifies motive of the MNC R&D investment, discovers some regular thing, In the finality,some suggestions that based on the results mentionged above are put forward for china government and enterprise that engaged in attracting foreign R&D investment.更多还原
