【摘要】 煤炭能源是目前世界主要能源之一。我国是煤炭生产大国、煤炭出口大国,也是煤炭事故大国,乡镇煤矿是我国煤炭工业中一支重要的力量,同时它也是煤炭安全生产中最不稳定的部分。山西省是我国的产煤大省,也是事故高发大省。各种煤矿事故的发生由环境、管理、物质、人为等因素构成,各因素之间紧密的联系,使得煤矿事故复杂多变,单纯的危机预防或者控制都不能很好地解决危机,基于“六阶段”危机生命历程的全过程危机管理观模式,将危机管理按照时间顺序划分为三个阶段:事前管理、事中管理和事后管理。事前管理包括三项职能:危机的预防、危机的预案和危机的预警;事中管理也包括三项职能:危机的确认、危机的控制和危机的解决,用利益相关者理论将其贯穿起来;事后管理则是包括危机的恢复和危机的总结两项职能。将全过程危机管理的模式引入山西乡镇煤矿企业,针对煤矿事故,为其建立起一个高效的全过程危机管理体系,可以提高煤炭生产安全效率,降低因事故多发引起的人、财、物等一系列相关成本投入,从而有效保障煤矿正常生产、提高煤炭产量、降低事故隐患,减少煤矿事故发生。更多还原

【Abstract】 At present, Coal energy is one of the main energy in the world .China is not only a Great Power of coal producing, exporting, and also a Great Power of coal mining accident. The villages and towns coal mine is an important strength in our coal industry, at the same time, it is also the most unsteady part in the safety producing. Shanxi Province is a great province of coal producing and higher rate accidents in our country. Various coal mining accident resulting from the factors such as environment, management, matter and people, and every factor connects intensely, thus the coal mining accident is complicated and changeful, and the simple crisis precautions or control can not successfully solve the crisis. The total crisis management model(TCM) based on "six stages " crisis life circle divides into three parts: manage in advance, manage in the event and manage after the event. Manage in advance includes three functions: the crisis prevention, the crisis plan and the crisis early-warning which will be ran through by the stakeholder theory; Manage in the event also includes three functions: the crisis confirmation , the crisis controlling and the crisis solving; Manage after the event includes the manage recovering and the crisis summary .The total crisis management model introduced into Shanxi villages and towns coal enterprises is aimed at building up a high-effective total crisis management system which can improve the efficiency of coal safety producing and lessen a series of relevance cost because of the accident , such as property , matter and people, thereby, we have an effect in ensuring a coal mine regular producing , raising coal output, reducing hidden peril of the accident, and cutting down the happening of the coal mining accident.更多还原
