我国公务员量化考核问题研究

【摘要】 公务员量化考核是运用绩效管理的理论、技术和方法,对公务员的工作结果、工作行为和内在素质,进行定量测量和模糊量化(定性评价)的一种理论、技术、方法和制度的系统体系。公务员量化考核是公务员考核的一种方法,在考核中使用量化考核可以提高考核的有效性和准确性,改进考核方法单一和指标模糊等问题。由于公务员居于非盈利性的政府机构中,从事非生产性的政务管理活动,行使国家权力,执行国家公务,所以很难量化公务员的产出。而我国的《中华人民共和国公务员法》对考核的规定只能在宏观上起到指导性作用,很多指标没有统一的量化标准,不易被考核者掌握。现阶段很多部门硬性量化考核指标,不但增加了考核成本,难于控制考核过程,而且起不到科学准确的考核作用。公务员量化考核本身具有很先进的科学性,如何能与现行公务员考核制度更好更有效的结合,真正提高绩效,是一个很具有现实意义的问题。因此,实际的考察我国公共部门公务员考核的现状,深入挖掘形成现有考核方式的层因,理性分析在现有情况下实施量化考核的困境,才能找到更有效的公务员量化考核的方法。本文认为,定性工作的量化考核不能强制,既要宏观的对公务员考核体系进行分析,又要深入细致的对考核指标和指标权重进行重新建立,构建一个更适合当代公共部门公务员考核的流程模式。
【Abstract】 Civil service quantitative evaluation is a System to execute a quantitative measurement and fuzzy quantization for the work of civil servants, civil service performance and the inherent quality of the work by management theories, technologies and methods.Civil quantified appraisal is a way of the civil service examination. The evaluation of the use of quantitative examination can improve the validity and accuracy of assessment, improve assessment methods and indicators of a single fuzzy, and other issues.Since civil servants are living in non-profit government agencies, engaging in unproductive administrative management activities, exercising of state power, implementing the national public service, the output of civil servants is difficult to quantify. So how can we, during the actual operation more widely used, truly improve the performance of civil servants is a very relevance of the question. Therefore, the actual inspection of the public sector the status of the civil service examination, thorough excavation of the existing methods for assessment and rational analysis of the current circumstances in the implementation of the plight of quantitative assessment can be found more effective civil service evaluation form. This article holds that the work of the qualitative not quantitative assessment mandatory and it is necessary to analyze the on the civil service examination system, but also thoroughly and meticulously to exam of the indicators and targets for the re-establishment of the weights, and build a more contemporary public sector for the civil service examination process mode.This paper is divided into five parts.In this paper, the first part is a detailed quantitative assessment of the civil service related concepts, and gaves a briefing on the Civil Service examination and quantitative performance management, as well as the civil service examination and quantitative analysis of the relationship. Civil quantified appraisal is in accordance with the established assessment criteria, and assessment of the proportion of the performance of civil servants and work performance quantitative analysis of the results. Quantitative evaluation is to scientifically assess the civil service performance, to improve the reliability of examination results and effectiveness. Quantitative assessment comes mainly from the theoretical basis for performance management theory and quantitative analysis method of analysis theory, and operational ability is strong in both sciences. Careful analysis of the theoretical is the support of quantitative assessment of the quantitative understanding of assessment, application of quantitative assessment has very important significance.The second part is a separate presentation of quantitative assessment of the significance of the civil service. First of all, we analyze the positive significance of the quantitative assessment of the civil service, and then quantify assessment of the status of civil servants start quantitative evaluation of the existing problems, and put forward the implementation of the quantitative evaluation of scientific significance. Quantitative assessment of the civil servants change the subjective evaluation process, conceptualization, assessment results "platform" of the extensive mode, improve the assessment of "reputation" to enhance the authority of the assessment, access to the organs of leadership and the masses widely recognized. Quantitative Evaluation significantly improves the assessment of the accuracy and resolution, enhanced assessment of the "validity" and "reliability", so that it truly becomes a high content of science and technology personnel measurement tool. Carrying out the quantitative assessment, not only make the appraisals regular, but also promote a new level of management authority. After Chinese public sector expand quantitative examination, many units regular appraisals in the establishment of a sound system, and maintain the sustainability of the regular appraisals and improve effectiveness have been strengthened in varying degrees.In this paper, the third part show the system of quantitative evaluation system, at first matronly show that a quantitative assessment can be seen as the cycle of the system and evaluation system designed to separate the details of the analysis and show construction of the basic ideas of the quantitative evaluation system that civil servants, including indicators of the system design, the index weight settings, the establishment of appraisal standards. Highlight of the design of the civil service examination of the process, divided into four phases, namely the development of assessment plans, follow-up evaluation plans, the evaluation and examination results and the results of evaluation feedback. Evaluation of the establishment of quantitative examination system is the most important work of evaluating quantitative basis. If the approach is taken by the unscientific, the results of the accuracy of arbitrary will be at risk. Therefore, the establishment of appropriate quantitative evaluation system is essential. Civil service personal performance evaluation should be designed as far as possible to overcome these shortcomings evaluation, design principle, and we should as far as possible reflect the full performance of individual civil servants, but also as simple as possible, reducing the cost assessment.In this paper, the fourth part shows the representative organs of government as a model to quantify Construction of the civil service examination model of the Jilin department of commerce. Detailed quantitative assessment of the implementation of each step is showed, focused on the elements of the established indicators, the index weight in these settings usually quantified assessment of the problem difficult to grasp. We also show the quantitative evaluation of the theory and practice of effective combination. First, the office of Business quantify the environmental assessment, including staff and set up offices, the office of the existing business quantitative assessment methods and business quantitative assessment of the Office of the problems that exist. Secondly, in view of the Office of the existing business environment, we design the civil service examination quantitative assessment process. Then, the office of business features quantitative evaluation index system is designed and analyzed their weight with examination results in the last.Part V of this paper is part of the innovation, summing up the experience of their predecessors, through a systematic assessment of the quantitative study, quantitative assessment of civil servants will find my shortcomings and inadequacies of the existing and proposed refined and improved direction, including complete quantitative examination system, and strengthen the management of quantitative evaluation techniques, such as detailed assessment of jobs. Chinese civil service mechanism for the development of quantitative assessment is only just beginning, and there are many places to be perfect, need to operate continuously research and discussion. Hope that the author’s shallow view for China to the practice of the civil could service examination of the power of a little contribution.
