【摘要】 改革开放以来,我国城乡经济社会的发展取得了令世界瞩目的成绩,但同时也出现了城乡经济社会发展的失衡问题。目前,城乡二元结构矛盾表现突出,还存在较多的不协调,在城乡居民收入、消费、医疗卫生、文化教育、社会保障、基础设施建设等方面存在巨大差距。城乡经济发展不平衡,是发展中国家普遍面临的一个发展难题。农村问题得不到有效解决,国家的整体经济水平就得不到有效的提高。吉林省作为中国传统的东北老工业基地,受到中国旧体制的影响极为深刻,其城乡发展的状况更是如此。城乡发展不协调一直困扰和阻碍着吉林省的健康发展。因此,正确认识吉林省城乡发展的现状,客观地分析城乡发展面临的问题,积极寻求城乡协调发展的途径,对于促进吉林省经济社会的发展具有非常重要的意义。本文在借鉴前人理论研究的基础上,结合吉林省城乡发展的实际,探讨了实现吉林省城乡协调发展的途径。论文首先介绍了城乡协调发展的背景,阐明了城乡协调发展的必要性,介绍了国内外学者对相关概念的研究,明确地提出了城乡协调发展的概念,并详细地分析了城乡协调发展的特征。其次,对吉林省城乡产业、经济、社会发展进行了概述,探讨了吉林省城乡发展不协调的状况。然后,运用相关数据资料,从城乡生产要素的流动和城乡居民收入消费变化的角度分析了现阶段吉林省城乡发展不协调的状况及存在的问题,分别从内部因素、外部因素五个方面,深入地分析了吉林省城乡发展不协调的形成原因。最后,有针对性地提出了实现吉林省城乡协调发展的途径。更多还原

【Abstract】 Since reform and opening up, our urban and rural economic and social development has made the world noted achievements, but also had imbalances in the urban and rural economic and social development.At present, the urban and rural structure contradictions are outstanding, and there are still more disharmonies. There are huge gaps in the urban and rural people’s income, consumption, health, education, social security, infrastructure construction. Imbalance between urban and rural economic development is a developing problem that developing countries are facing. Rural problems are not effectively settled, the country’s overall economic level could not be effectively improved.As the Chinese tradition northeast China old industrial base, Jilin province is affected deeply by Chinese old system , particularly the status of urban and rural development. Inharmonious of Urban and rural development has obstructed the healthy development of Jilin Province. Therefore, a correct understanding of the status of urban and rural development in Jilin Province, an objective analysis of the problems faced by urban and rural development, coordinated urban and rural development to actively seek ways to promote economic and social development in Jilin Province has very important significance. In this paper, on the basis of predecessors’research, the author confers a way of achieving coordinated urban and rural development in Jilin Province.Research of harmonious development of urban and rural areas in many countries and regions has launched extensively, and it reflects on the people to rethink the relationship between urban and rural areas. Harmonious development of urban and rural areas showed the interdependence between urban and rural areas, should complement each other and promote each other, rather than side to the development at the cost of sacrificing the other.Coordinated urban and rural development, refers to in the process of economic development, urban and rural areas of mutual cooperation, mutual support, and jointly promote common development, and integrated social development and people’s living standards improved in step with the level of gradually convergence.Specifically, urban and rural harmonious development, includes urban and rural development in the process of coordination, urban and rural living standards coordination, urban and rural community development. There is huge disharmony in urban and rural economic and social development in Jilin province. Specifically, the following aspects: First, the urban-rural economic structure is irrational, and not only rural and urban fixed asset investment share is extremely unreasonable, and three industrial developments are uneven. Second, the huge gap between the living standards of urban and rural residents, the income gap has expanded trend level, urban and rural residents there are still large gaps between the consumers. Third, the gap of economic environments, particularly the urban and rural market construction has a big gap between urban and rural infrastructure. Fourth, the urban and rural social welfare, in particular the health care resources, social security, culture, education and other aspects of disparities.Jilin urban and rural development, uncoordinated due to the economic and social fields, mainly due to the following aspects: First, different levels of urban and rural industrial structure, Jilin Province, to agriculture, forestry, animal husbandry and fishery-based industries in the first industrial, construction and urban retail, service-oriented secondary and tertiary industries before it is still a vulnerable groups, the overall strength of its large difference. Second, the strategy of giving priority to the development of heavy industry catching up to the accumulation of heavy industrial development has always been the main source on agriculture, leading to long-term gain in income of the farmers, agricultural capital investment long-term shortfall, stagnant agricultural technology, agricultural production capacity to expand is limited. Third, the impact of institutional factors tremendous, separating urban and rural areas of food, non-staple food and fuel supply system of life, the division between urban and rural education and the health care system, the division between urban and rural labor protection and social security systems, making economic and social development in rural areas in an institutional disadvantage. Fourth, agricultural potential and there are a lot of surplus labor, which has seriously affected agricultural productivity, and constraints continued growth in the income of farmers. Fifth, the financial distribution policy, "Rural-City Light, Light Heavy farmers", from less to more rural model, will surely result in relatively backward rural areas, thereby increasing the gap between the urban and rural areas.Achieving coordinated development of urban and rural economy in Jilin Province is a systematic project involving all aspects, but also requires long-term efforts. To address the above problem, we put forward the following proposals:First, coordinating urban and rural layout, stability, development of big cities, focusing on the development of medium-sized cities, and actively develop small towns, and urban planning-intensive areas. Second, coordinating urban and rural industrial development should focus on the development of township enterprises adjust strategies to achieve the integration of urban and rural industry. Third, the market for urban and rural development, the establishment of urban and rural unified price system, rationalize the prices of agricultural products system so that the agricultural products form a reasonable market price. Fourth, coordinating urban and rural employment, achieve labor and freedom to choose the place of work freedoms, a unified employment system for urban and rural areas. Fifth, coordinating urban and rural social progress, and basic education in rural areas increased, the intensity of input, and establish a perfect social security system in rural areas, promote rural development of the cultural industry. At the same time, increase the investment in infrastructure in rural areas. Sixth, as soon as possible to eliminate the urban and rural co-ordinate the various institutional barriers, and gradually formed to promote each other urban and rural areas, and common development of a benign mechanism.更多还原
