【摘要】 针对工作分解结构在油田产能建设项目管理中应用较少的现状,结合敖南油田产能建设实例,本文对工作分解结构在油田产能建设中的应用课题进行了研究。结合生产实际,对油田产能建设建立工作分解结构的制定原则、分解过程进行了论述,建立了油田产能项目的工作分解结构。根据对工作分解结构的继续分解,对油田产能建设中的施工进度计划、人力资源计划、物资采购管理、成本预算管理的成功实施进行了研究。结果表明,工作分解结构将整个项目划分成许多易于管理的小单元,使项目管理者可以更方便的对项目费用、进度进行更精确的估计,使项目管理者跨越了专业的界限,加强了技术、物资、设备、财务等专业人员互相之间的联系,从而加强了项目的有效管理。本文建立的油田产能建设工作分解结构,为今后工作分解结构在该领域的研究和应用提供了一个平台,管理人员可以将该结构作为模板,通过对其中的工作包进行增加或减少来完成新工作分解结构的建立,提高工作效率。更多还原

【Abstract】 Nowadays, with the urgent needs of energy by the socio-economic life, oil resource becomes more important as being a non-renewable strategic resource. Daqing oilfield is shouldering the responsibility and irreplaceable mission in the maintenance of national oil supply security and in comprehensive international energy company building of CNPC. Therefore, in the next period, it is the central task to achieve crude oil producing stability. Facing the so stern situation, Daqing Oilfield focus on speeding up the development of peripheral oilfield,Aonan oilfield productivity construction project is established under such background, it is the emphasis construction area in 2006 and Daqing Eleventh Five-Year Plan.As a kind of project management, oilfield productivity construction project has its own characteristic, ground surface must obey the rule under the ground, construction place is quite scattered, and relationship between factories and peasants are more complicated. From the project proposal written to the project approved, the basic design to detailed, and completing the construction, they can be seen as projects at different stages of the life cycle, it is composed by many small projects. With the development of project management, Work Breakdown Structures (WBS) has been introduced into oilfield productivity construction project management. In many international oilfield development bidding, project managers are required to use WBS to manage the project. But for domestic oilfield development technicians, as few oilfield productivity construction projects are required to use WBS, many project managers do not understand the basic concept of WBS and many oilfields have no practice to work out the WBS. Author of this article is just for current situation to research this task about establishing WBS and its application in oilfield productivity construction project with the case of Aonan project.WBS is a product-centered system level, which is composed by the hardware, software, the service and the information, it totally identified as a project. In determining product modules, systemic engineering plays a crucial role. WBS shows and determines products that will be developed and produced, to link the last work unit and the final product. Successful project management is largely relying on the capacity of project managers in accordance with the products and activities of the project to determine the content and scope. WBS is considered as the most important tool in planning and controlling project scope and content. This article initially illustrates the WBS and its application, focusing on the concept of WBS, the development process, principles for the establishment and breakdown process.Because of huge construction project, Aonan oilfield productivity construction project was divided into Reservoir Engineering Group, Production Engineering Group, Surface Engineering Group, Construction Group, Materials Procurement Group, Human Resource Group and Production Coordination Group. According to China’s oilfield productivity construction project relevant regulations and practices, Aonan project is breakdown to the construction projects, unit projects, single projects and division– sub projects in the order from top to bottom. According to the construction projects cycle theory, the project construction period will be divided into planning and decision-making, preparation, implementation and project acceptance four stages. Moreover, through breakdown the project of oil and gas gathering systems engineering, and to continue to breakdown, to gain the Bill of Activity (BOA), afterwards analysis the table of units activities resource consumption according to the the Company’s production scale, to calculate the total project resource consumption according to the list of the number of projects, which is the Bill of Material(BOM), to gain the schedule of project according to a list of activities and materials list, which is Organizational BS-OBS, after a series of breakdown, to master the planning stage of the project management, the required complete work and the activities included in the work, to identify the resources required for the activities, finally obtains the WBS dictionary to illustrate every entry in the process of WBS.For the whole process of cost control, it is an important means to compile the scientific rational cost budget. The range and contents of oilfield productivity construction project is diversity, even the same geography and the same type project, the details are not the same, and therefore, cost budget must be compiled based on WBS. This article gives a breakdown example of producing engineering group in Aonan oilfield project, by analyzing the resources required in the structure of each task, listing the required resource type and quantity, then preparing resource plan. Based on these, to do the project budget, accounting, control and evaluation. Furthermore, WBS is the important method for the project management, it runs through the whole project management, but at home and abroad in the field of project management and project management of the procurement is still less study, which belongs to the new domain. Aonan oilfield productivity construction project will be applied to the procurement project management, the article in this respect are discussed.The results show that WBS plotted the whole project into many small units which are easy to manage, so that project manger is more convenient to estimate the project cost and schedule more accurately. Especially after forming WBS dictionary, it makes the project manager spanned the professional limit to strengthen the relations of technology, materials, equipments and finance field personnel and strong the project management effectively. WBS exerts scientific and effective functions in Aonan oilfield productivity construction project. WBS of oilfield productivity construction establishing in this article provides a platform for researching and application of WBS in the future. Project managers can regard this structure as a model, increasing the working efficiency by completing the new WBS through increasing or decreasing new working package.更多还原
