【摘要】 在中国当前各种腐败案件中,一把手权力腐败较为突出。查处大量案件,透视出“一把手”己成为当前官员腐败的“高发群”、“重灾区”。打蛇打七寸,牵牛牵鼻子。治理官员腐败,关键是治理一把手权力腐败。如何治理一把手腐败,直至现在,无论是在理论上或是在实践中,都是一个没有得到解决的大问题。研究一把手权力腐败治理是当务之急,有一定理论价值和实践指导意义。本文运用文献资料法和比较研究法,结合十七大报告新精神,认真研究了“一把手”权力腐败的定义,分析了一把手权力腐败的表现和特点,介绍了专家关于腐败成因的理论观点,结合中国实际论述了一把手权力腐败的各种原因,也剖析了其危害。然后介绍了香港,新加坡反腐败的成功经验,它山之石,可以攻玉。重点是提出治理一把手权力腐败的有效对策。我认为要加强对一把手反腐倡廉教育,常抓不懈。要注重预防一把手腐败,防患于未然。要加强反腐败制度建设,完善党规国法。要发展党内民主,真正实行民主竞选考核弹劾罢免制度。要推进党的领导与决策体制改革,形成民主科学的决策机制。要完善党内权力约束制衡机制。要加强一把手权力监督机制建设。要建立权威独立的廉政公署,加大惩治腐败力度。更多还原

【Abstract】 In the Chinese current each kind of corrupt case, a hand authority corrupt is most prominent. Studies a hand authority corrupt government is the urgent matter, has the significant theory value and the practice instruction significance.This article utilizes the literature material law and adjusts the questioning volume law and the comparison methodology, unifies 17greatly to report the new spirit, has earnestly studied "a hand", the authority corrupt definition, has analyzed a hand corrupt performance and the characteristic, introduced the expert on the corrupt origin theory viewpoint, unified China actually to elaborate a hand authority corrupt each kind of reason, also analyzed its harm. Then introduced in the Hong Kong Singapore counter-corruption success experiences, stone of the its mountain, may attack the jade. I think as soon as strengthen to a hand combat corruption education, often grasps unremittingly, strikes root in the hearts of the people.
