【摘要】 县域经济是以具有独立规划和财政职能的县级行政区划为地理空间,以市场为导向,以县级政权为调控主体,优化配置资源,具有地域特色和功能完备的区域经济系统。县域经济在我国的整个国民经济体系中,处于重要地位,对县域经济的研究具有重大的现实意义。本文在调查研究的基础上,通过对辽宁县域经济进行比较分析,指出了辽宁县域经济存在的问题。分析了辽宁县域经济发展缓慢、县乡财政困难的主要原因,并通过对辽宁县域经济发展存在的问题和原因分析,提出了解放思想,转变发展县域经济传统观念;立足省情,探索县域经济“六化之路”的基本思路。提出了集中力量构建建设两大经济带——“沈大”经济带和沿海经济带;重点开发建设五区的总体构想。提出了在社会主义市场经济条件下,按照公共财政取向,运用财政政策工具,通过政府财政政策及其制度安排促进县域经济健康协调发展的政策建议。更多还原

【Abstract】 County economy is regional economic system with regional features and complete functions.County-level administrative area has its independent plan and financial function, which is the geographic space of county economy, market is its leading direction, county-level authority is the controlling body. The position of county economy is important in China’s whole economic systems and it plays an important role in the development of economy.On the basis of research and analysis of county economy in Liaoning, the author of this article points out the problems of county economy .It also analyzes the main reasons for the slow development and financial difficulties of county economy. After analyzing the problems and reasons, it puts forward the following ideas: free the thoughts ,change the traditional ideas, realize the six-modernization of county economy according to situation in Liaoning province. We should concentrate on constructing two economic belts---- Shengyang--- Dalian economic belt and coastal belt and importance should lay on developing five areas. It also gives some suggestions on how to make county economy develop healthily and coordinately according to the tendency of public finance and financial policies on the condition of socialism market economy.更多还原
