节约型校园建设与评价的研究

【摘要】 高校校园建设既是高校进行人才培养的硬实力,也是熏陶人、影响人的软实力。因此,建设资源节约、环境优美、生态良性循环的校园既是实现大学可持续发展的需要,又是优美环境培育人、带动社会其他部门持续发展的需要。针对节约型校园建设问题,国内外均开展了研究。但研究目前还仅限于传统意义上的节能节水,而没有从整个组织制度和校园的建设过程来展开讨论。对什么是节约型校园以及节约型校园的评价也没有明确的定义。在这一背景下,本文考察了国内外节约型校园建设的情况,深入探讨了我国高校校园的特点以及对其进行评价的要求,借鉴了节约型社会理论、外部性理论等先进理论,指出应从校园的组织制度方面来建设节约型校园,并且在校园的规划、建设、运营等阶段采取措施实现节约型校园建设。然后,按照节约型校园评价的指导思想和要求,遵循定性与定量分析的原则,初步构建了节约型校园评价模型。之后,通过综合运用层次分析法、德尔菲法和模糊数学等评价方法,对节约型校园建设进行了全面、科学、客观的评价。最后,以某节约型校园为例,评价了其在节能、节水、节地、节材、环保和管理宣传等方面的建设情况,得出评价结果与实际情况相符的结论,从而对评价体系进行了实践验证。
【Abstract】 Construction of campus is important for talent cultivation. Therefore, to construct resource-saving campus of beautiful environment and ecologically sound circulation not only meets requirements of sustainable development, but also satisfies needs of other departments. The subject on how to construct economical campus was studied home and abroad. But the study was only limited to energy-saving and water-saving traditionally, not involving organization system and construction process of campus construction. The study didn’t give clear definition and evaluation of economical campus as well.In the context of this situation, this paper summarized the research state of economical campus home and abroad. It also discussed the characteristics of economical campus and its impact and internal requests on performance evaluation. After referring to the advanced theories such as economical society, externality, the paper pointed out that we should establish organization system and that measures should be taken in the phases of planning, construction and operation as well. According the principle of economical campus, the paper built up an evaluation model of economical campus. The paper also benefited from Analytical Hierarchy Process, Delphi, and Fuzzy Mathematics Method splicing to the integrative evaluation method.At last, the paper evaluated the construction situation of a campus on energy-saving, water-saving, land-saving, resource-saving, environmental protection etc. From this we reach the conclusion that the theory model was revised by demonstration.
