【副题名】兼论21世纪初中国国家安全危机决策机制

【摘要】 进入新世纪以来,和平与发展仍是当今世界的主题,中华民族正面临着前所未有的战略机遇期。但是随着我国经济社会的不断发展,我们必须清醒地认识到,我们的国家正面临着越来越多的全新的、复杂的国际国内问题。在国家安全领域仍面临着诸多威胁和不确定性因素,潜藏着各种重大安全危机隐患。凡此种种,无不冲击着中国国家安全,关系到中华民族的兴衰和现代化事业的成败,影国家和平发展进程。如此全新的国际国内形势下,构建科学高效的国家安全危机决策机制具有很强的现实意义。本文主要运用理论分析法、比较分析法和结构分析法,对比美国和俄罗斯的国家安全危机决策机制,借鉴发达国家较为成功的国家安全危机决策机制的经验,在客观分析新世纪我国国家安全危机诸多诱因的基础上,从"硬件"和"软件"两个方面对我国国家安全危机决策机制的构建和完善提出了政策建议。本文主要分为五个部分进行论述,第一部分,导论部分,包括论文选题的缘由和意义、国内外研究现状、本论文的研究思路和方法的介绍等内容;第二部分,介绍了国家安全、危机管理及危机决策的概念,特别注重在新国家安全观的视角下,重新审视新世纪的国家安全的范畴,并对国家安全层面的危机管理过程作出分析;第三部分,以西方发达国家为例,详细介绍了美国和俄罗斯的国家安全危机决策机制,并从中总结出可以借鉴的经验和对我的启示;第四部分,客观分析了当前形势下国内外可能诱发我国家安全危机的诸多因素,并针对当前我国国家安全危机管理机制中的弊端和不足之处,从"硬件"和"软件"两个方面对我国国家安全危机决策机制的构建和完善提出政策建议;结语部分,总结本论文并得出相应的结论,并就该课题下今后需进一步深入研究的问题做出介绍。本文旨在通过建立更加科学高效的国家安全危机决策机制,以更好地应对新世纪以来我国家安全面临的诸多危机,维护和延长21世纪初我国发展的战略机遇期,实现中华民族在新世纪的伟大复兴和和平崛起。更多还原

【Abstract】 Stepping into the new century, peace and development is the world themes, China faces the critical period of strategic opportunity. With the development of our country, we should acknowledge clearly that China is facing more and more new complicated problems. In national security area, there are many threats and security crisis, which threatening the national security, influencing the China modernization career and the proceeding of peace and development. Thus, it is very important to construct scientific efficient national security crisis decision-making mechanism in new situation.By using theory analyzing method, comparison analyzing method, structure analyzing method, the thesis present that China may take the crisis management experiences of western developed countries for reference and conclude our crisis management measures. The thesis also presents some suggestions on constructing our national security crisis decision-making mechanism.The thesis is divided into five parts. In part one, the thesis introduces the meaning of the thesis theme, the present research achievements and research measures. In the second part, the thesis first introduces the conception of national security, crisis management and crisis decision-making. And then emphasizes the national security category in new situation. At last, the thesis analyzes the process of national security crisis management. In the third part, the thesis introduces the American and Russia national security crisis decision-making mechanism. By taking the valuable experiences of western development countries for reference, China will conclude more useful and efficient crisis decision-making mechanism. In the forth part, the thesis analyzes the factors that may influence our national security and present some policy suggestions on constructing our national security crisis decision-making mechanism. In the last part, the thesis sums up the total article, draws according conclusions and introduces the problems of this topic for further discussion.I think that the thesis may do certain significance to our country in constructing more scientific and efficient national security crisis decision-making mechanism. So that our country will deal with the new crisis of new century better,maintain and lengthen the period of strategic opportunity,and realize the renewal of Chinese nation.更多还原
