【摘要】 美国是一个拥有全球战略的国家,而东北亚安全战略则是美国全球战略的重要组成部分。美国依托强大的综合国力,在东北亚地区建立双边和多边军事同盟,保持对地区潜在对手的威慑,其在东北亚战略的主要目标之一是防范和滞缓中国崛起。中国作为东北亚大国,正在集中精力建设现代化国家,离不开长期和平稳定的地区环境。因此,研究美国东北亚安全战略的新变化,对我国正确处理中美关系和维护地区安全稳定具有积极的指导作用,也有利于维护国家和平发展和安全利益。本人认真研究美国在不同时期公布的《美国国家安全战略》和美国《四年防务评估报告》的文件,特别是研究美国亚太地区安全战略的调整以及不同时期美国领导人对东北亚战略意义和中美关系的看法,结合东北亚地区所发生的热点问题和美国对地区事务的态度,理解美国东北亚战略所发生的新变化。分析美国东北亚安全战略的新变化对东北亚地区和中国的影响,最后提出中国必须采取积极的应对策略,确保地区稳定和中国和平崛起。更多还原

【Abstract】 USA is a country with global strategy, of which the security strategy in Northeast Asia is the most important for it. The secure environment in Northeast Asia turns to be more complex after the Cold War and the latent conflicts in this area seem to be more intensive. Relying on its strong comprehensive national power, USA has established bilateral and multilateral military alliances in Northeast Asia, which have deterrent to its so-called underlying adversaries. Its essential goal is to prevent and even to set back the development of China.China, one of the largest countries in Northeast Asia, is keeping concentrating on its construction of modernization and need long-term peace and stability. Because of this, the study on new changes of the security strategy of USA in Northeast Asia can positively and correctly instruct China to deal with the relationship between China and USA, to maintain the security and stability in Northeast Asia, and meanwhile to maintain the peace and development in China.The author of this dissertation have carefully studied U.S. National Security Strategy and Defense Evaluation Report of Department of Defense which published in different periods, especially focused on those judgments of security strategy of USA in Asia-Pacific region, and those different opinions from different American leaders on strategies in Northeast Asia and the relationship between China and USA.Linking to the hotspots which have happened in Northeast Asia and the attitude of USA to them, the author has deeply comprehended the new changes of the security strategy of USA in Northeast Asia. He analyzes the influences on Northeast Asia and China caused by the new changes of American security strategy in Northeast Asia, and here puts forth his own opinion about how to take necessary and effective measures to ensure the stability in this region and the smooth development in China.更多还原
