【摘要】 由于市政工程规模大，工期长，建设施工复杂等因素，加之市政行业长期以来又深受计划经济体制的影响，在项目建设过程中多表现为重建设而轻管理、特别是政府投资项目，往往不太注重投资效益，从而就造成了市政工程建设投资失控，超概算现象极为普遍。如何通过工程投资管理的方法加强对市政工程投资控制的研究，是目前急需要解决的一个课题。投资控制是一个实践性的工程领域，在这个领域中工程经验和判断与科学原理和技术方法相结合，以便在实现既定目标和要求的同时，使得投资实现最小化。我国目前乃至以后仍要大规模进行市政建设，为提高投资效益，在建设中加强投资控制是十分必要的。为此，有必要建立一套科学的投资控制体系，并应用科学的投资控制方法，为投资控制实践提供理论依据。本文在前人研究成果的基础上，对投资控制理论与投资控制方法进行了一些尝试性的研究。首先，在广泛阅读相关文献的基础上，介绍了投资控制的内容和方法。其次，从具体工作实践出发，结合亲身经历的某立交桥的建设实践，运用现代科学技术成果，采用偏差分析法和因素分析法，从具体到一般，从现象到本质，理论分析与实证分析相结合，剖析了某立交桥建设投资控制的做法、取得的经验、应吸取的教训，理论联系实际，遵循科学性和实用性的原则，探索大型市政工程建设投资控制的具体技术方法。最后，针对大型市政建设投资控制的特点和存在的问题，提出相应的建议，为决策和建设管理服务。更多还原

【Abstract】 Due to the elements of huge scale, long construction period, complicated construction of municipal engineering, and plan economic system has great impact on municipal industry, during municipal engineering, great attention is drawn on the construction rather than on management. Investment benefits are paid less attention for the project financed by the government, usually resulting in uncontrolled investment, the situation of over budget are very common. How to study the municipal project investment control through project investment management method is a subject to be solved urgently. This paper carries the analysis and study on this subject.Investment control is one of the practical works fields, in which experiences and judgments in works are combined with the scientific theories and technical methods,aiming at minimizing the investment at the time of realizing the established targets and requirements. Since construction of hydraulic projects is under way at present and will be more in the future, to promote the investment benefit, it’s necessary to enhance the investment control in the construction. Hence, it’s necessary to set up a set of scientific investment control system, and apply scientific investment control method, so as to provide theoretical basis for the investment control practices.On the basis of research findings by predecessors, this article makes some trial studies on the investment control theories and methods. First, the basic concepts of investment control and its impact on the economic development are summarized based on extensive reading of relative literatures, the contents and methods of investment control are introduced in this article. Secondly, basing on the practical work experiences, and considering the construction practice of X Cloverleaf Junction Project, and with the combination of qualitative analysis with quantitative analysis as well as the: combination of theoretical analysis with the demonstration analysis, experiences and lessons of the investment control practices in the X Cloverleaf Junction Project drew from the project are analyzed, and the specific technical method of investment control for the large municipal engineering is explored by integrating theory with practice, following the principles of scientificality and practicality. At last, regarding the features of and problems in the investment control for the construction of large municipal engineering, some suggestions are raised to service for the decision-making and construction administration is emphasized.更多还原
