【摘要】 自90年代末实施西部大开发以来，西部经济发展进入了一个快速增长时期，取得的成就有目共睹。但，由于西部地区生态系统脆弱，承载能力低，加之开发初期，人们盲目追求经济利益和经济高速增长，对自然资源乱采滥伐、大量浪费，导致西部地区的自然资源遭到破坏，生态环境进一步恶化，这种状况必将影响到西部经济的持续发展。随着“西部大开发”和“可持续发展”战略思想深入人心，国家的区域发展政策进入一个新的历史时期，成为近几年的热门话题，我国学者在这方面已做了很多有益的探讨，但多数都侧重于某一个方面。对西部经济发展现状、现存的新旧问题的论述并不十分全面，缺乏宏观和客观的综合审视。因此，本文认为加强对实现西部经济可持续发展的制约因素的全面分析，即对显现或潜在的优劣条件的客观剖析，来宏观研究西部经济的持续发展问题极为必要。可持续发展理论的核心在于保证本代人社会经济发展的同时又不使后代人失去享用资源与环境，发展自身的需求，要科学开发和利用自然资源，保护生态环境，保持人、社会、经济和自然的协调发展。这种新的发展观和发展模式受人口、自然、经济、社会和科技等多个因素影响。而西部地区经济发展的现状表明，这几个重要因素不协调、不能互补互利的现状正制约着西部经济实现可持续发展。因此，本文主要研究的是西部经济在发展过程中如何克服不足、利用优势，实现自身的可持续发展。重点对实现西部经济可持续发展的制约因素、促使其实现可持续发展的有利条件等进行了细致划分与归类，并力求做了全面、深入地分析研究。特别是文章的最后一部分，本文以可持续发展理论和经济学基本理论为基础，从定性的角度，提出了判断可持续发展是否实现的评价标准，指出：一个国家或地区是否实现可持续发展的标准是看该国家或地区是否具备可持续发展的能力，并从人口、经济、社会、环境和政府调控能力五个方面围绕本文主题进行了深入阐述。同时，在借鉴前人研究成果和国外西部开发经验的基础上，从体制改革、政府职能、人口素质、思想观念等多个角度，提出了西部经济实现可持续发展的对策性思考。尤其强调了在西部建立“区域经济中心”的观点，即以仿经济特区的形式在西部各省区建立特大或大型城市，使其经济优先发展，并以此为中心，以点带面，带动该中心周遍地区经济的全面发展，等等。更多还原

【Abstract】 Since the West China Great Development Strategy has been carried out at the end of 90’s last century, the economic development of the western region has entered into a fast growth period, and its achievements are obvious to all. But because of the western region’s fragile ecosystem, the poor load ability, and someone’s blind pursuit of the economic benefits as well as the rapid economic growth at the initial stage of the Development, all of these have already brought about great damage to the natural resources of the western region, and the ecosystem environment has taken a turn for the worse. Inevitably, this kind of condition will affect the continuous development of the western region economy.Along with the thorough public of strategic thought of "West China Great Development" and "Sustainable Development", the district development policy of our nation enters into a new historic period, which recently has become a hot issue, our scholars of our nation have already done a lot of beneficial studies in this aspect, but most of them just put particular emphasis on a certain aspect; however, as to the analysis of the present condition of the western region economic development, and the existing new or old problems is not so overall. Hence, I think, to strengthen the comprehensive analysis of the restricted factors for the realization of western region’s sustainable economic development, namely, the objective dissection of the manifest, latent, good or bad factors, all of these are extremely necessary to the macroscopic study of the Sustainable Development of the western economy.The core content of the sustainable development theory is that not only the contemporary development of our social economy could be ensured, but at the same time, we could also ensure that our posterity won’t lose their rights of regaling on the resources and environments to the need of developing themselves. We should exploit and utilize the natural resources scientifically, protect the ecosystem environment, retain the coordinative development of the man, society, economy and nature. This kind of new development view and the development mode are influenced by several factors, such as population, nature, economy, society and scientific technology, etc. But the present condition of the western region economic development shows that those few important factors which does not coordinate, supply, help and benefit mutually are impeding the realization of the western region’s sustainable economic development.Therefore, this article mainly studies how to overcome the shortage, make use of its advantage, and realize the sustainable development by itself in the development process of the western region economy. The importance lies in carrying on the delicacy division and category as to the restricted factors, beneficial conditions and so on of the western region’s sustainable economic development, and thus more completely and more deeply analytical research is done. Especially in the last part of the chapter, I take the sustainable development theory and the basic theory of economy as the foundation, and from settling its character, put forward the evaluation of standard that could judge the sustainable development is whether the realization, and point out: The standard of a nation or region which is whether the realization of sustainable development is to see whether that nation or regions have the ability that can keep on the development or not, and deeply elaborate to center on this subject from five aspects such as the quality of population, economy, society, environment and the ability of control to government. At the same time, through taking the lessons from the people of the past, the research result and foreign develop experiences as the foundation, I suggested the measures that they maybe make the sustainable development to realize at several angles about the system reform, governmental function, population, ideology. Particularly, emphasize the view that builds up "economic center in district" in western region, namely establishing the especially big or large city with imitate the form of the economic special area at western region each province, make its economy have developed preferentially, and take these cities as the centers, which could arouse the economy of overall development all over the place areas around these center cities, etc..更多还原
