【摘要】 大众传播媒介在中国的公共领域的作用一直处于不完备状态,老百姓在使用报纸、电视等传统媒介方面还有某些客观障碍或主观顾虑,一亿网民对互联网的使用则基本上排除了这类障碍或顾虑。网民觉得这种公共讨论即使不一定受到体制化的保护,但作为私人的人们可以自由的在互联网上集合和组合,可以自由的表达和公开他们的意见。湖北省位居中国中部腹心位置,科教发达,物产丰富,网络发展程度和网民基本素质代表了国内的平均水平。以某个省份为研究对象讨论网络公共领域的建设问题在国内尚属首次,研究成果不仅概括了湖北省网络公共领域的现状,而且对国内的类似问题也有借鉴意义。本文以认可哈贝马斯的公共领域思想可作跨文化运用为前提,认为BBS是当前网络公共领域发展最为成熟的网络形式。以中部崛起论坛为对象作定量和定性的分析,分别从“参与主体”和“话语情景”两个方面来衡量湖北省网络公共领域的发展现状。文中对具体的测量方法作了说明。结论表明:网民的集体意志和公共意见,不但对国家公共权力的实践进行了批评,而且作为国家与社会之间的调节者,还对国家活动实施了有效的民主控制;网民表达意见的方式和内容都显得不成熟,网络公共领域管理者的专业水平不高。目前,解决的办法是在管理中制定“合理性”标准,在网民自身加强“自律”的同时还要加大对网民“网络道德”的监管力度。更多还原

【Abstract】 The function that mass communication media brings to public domain in China can not be in the complete status all the time, Chinese ordinary people had some obstacles such as being objective or subjective worry in using such traditional media as the newspaper , TV ,etc., then the use for Internet of 100 million netizens has got rid of this kind of obstacle or worry basically. The netizen thinks this public discussion even not receive system protection, but as private people, they can gather and make up on Internet freely, can express and disclose their suggestion freely. Hubei province lives a strategic position in central of China, which in science and education was developed, had rich natural resource, the development’degree of network and the basic quality of netizen in Hubei province represented the average in the national. To someone province for studied object in the construction of public domain on the internet in out country, it is the first attempt, which result not only summarized current situation of public domain on the Internet in Hubei province, but also was positive refer to the domestic similar experiences.The article figures out that, the Habermas’thought on public domain can be applied in cross-culture communication, and BBS is the most mature in the all network forms of public domain on the Internet at present. It had assembled qualitative and quantitative analysis to“the Central Provinces Rise Abruptly’BBS”for studied object, according to two aspects of " participative subject " and " discourse circumstances " respectively, in order to investigate the status of Hubei’s public domain on the Internet nowadays. The concrete method to measure has been explained in this article. As a result, the netizen’s collective will and public opinion, not only criticized the practice of the public power to the country; but also as the regulater between the country and the society, have implemented effective democracy to control to the national activity; the way of netizens’expression and their contentment appeared naive, and the manager’s professional quality of Hubei’s public domain on the Internet are not higher enough. Currently, it is solution that must formulate the“rationality”standard in the management, netizens are improving their own“self-discipline”meanwhile the administrator need to increase supervision in the“network morality”to netizens.更多还原
