【摘要】 在我国农村剩余劳动力不断增加,但整体就业岗位增长有限,就业形势日益严峻的形式下,城市非正规就业对解决农民工就业,缓解我国就业压力发挥了巨大的作用。本研究从国家制度层面、社会经济层面和农民工个体层面三方面入手,探讨了农民工非正规就业的原因,分析了农民工非正规就业的正功能,并从就业第一的价值观出发对如何扩大农民工非正规就业提出了具体的对策建议。文章具体分为以下六个部分:第一部分为绪论,对农民工的相关研究,尤其是农民工就业相关研究进行了回顾和梳理,并提出了本研究的研究思路、研究方法和研究意义。第二部分则在对农民工非正规就业现状深入考察的基础上,指出了农民工非正规就业的特点及其中存在的比较显著的问题。第三部分,笔者在农民工非正规就业的特点和存在的问题的基础上,从社会制度、经济和农民工群体自身层面深入剖析了农民工非正规就业影响因素,阐述了二元户籍制度、劳动力市场分割、经济增长速度和增长方式、人力资本、社会资本、风险厌恶特征等因素在农民工非正规就业中所产生的作用。文章第四部分在上一章影响因素分析的基础上,指出了农民工非正规就业的正功能,提出农民工非正规就业是扩大农民工就业途径的有效渠道。第五部分则针对问题提出了对策建议,强调要加强对非正规就业的扶持力度,实施“就业优先”的积极就业政策,并深化就业体制改革,加快二元户籍制度改革,解决农民工非正规就业中遇到的一系列问题,促进其就业发展。第六部分综合本研究的观点和论述,形成了结论,并指出了研究的不足。更多还原

【Abstract】 Increase continuously in the surplus labor force of our country, but whole employment post growth limited, the employment situation increasingly rigorous. The informal employment developed a huge function in alleviating employment pressure and solving rural immigrants employment under the situation. This research commences from national system level and the rural immigrants individual level both side, inquiry into the reason of the rural immigrants informal employment, this to a series of problem which resolves to appear in the rural immigrants informal employment, extend rural immigrants an employment to have important meaning. thus, Set out from the value of employment the first also, put forward a related suggestion. The article is concretely divided into six parts of the followings:The first part is an introduction to rural immigrants of related study, particularly for the work of rural immigrants, and put forward the research way of thinking of this research and study method and study meaning.The second part pointed out the characteristics of the rural immigrant informal employment and problems exist, delineated current whole present condition of the rural immigrant informal employment.At the third part, on the characteristics of the rural immigrant informal employment and the existent problems, thorough analyzed impact factor of rural immigrant informal employment from system level and the rural immigrant community oneself level. Elaborated the function produced in the rural immigrant informal employment of these factors, such as household register system, the partition of labor market, manpower capital, social capital , risk abhorrence and so on.In the fourth part, pointed out the advantage of informal employment ,and then put forward suggestion to problem in the fifth part, such as strength manage and supporting of informal employment; Speed household register system reform; Break labor market partition; perfect labor guarantees legal system, resolving a series of problem meet in the rural immigrant informal employment, promote their employment develop.The sixth part synthesize an origin the standpoint of the research and discuss, the formation concludes a theory, and pointed out a research of shortage.更多还原
