【摘要】 环境保护是全世界共同关心的热点问题,城镇垃圾的处理、处置是当前环境保护的一个重要内容。在国家日益重视,投资力度也在不断加大的背景下,我国垃圾处理工作有了很大进步,但仍然存在许多问题,如:管理落后,技术水平低,效率低以及存在处理盲点等,如果得不到很好的解决,这些都将会成为影响城市发展、居民生活和可持续发展的不利因素。要解决这些问题,垃圾处理系统优化设计是一种有效措施,它具有统观全局、眼光长远的优点,可以很好地解决目前垃圾处理工作中所面临大部分问题,是当前我国垃圾治理工作必须要重视的一个环节。本研究是根据海南省社会、经济、自然条件以及建设生态省的发展目标,在对不同规模、性质的市、县、镇进行系统调研的基础上,深入分析了海南省所存在的主要问题以及所面临的困难,通过灵活运用系统论等理论知识,并充分借鉴“中山市城镇垃圾处理区域化管理模式”的成功经验,最终提出了海南省城镇垃圾处理模式。该模式主要包括两项技术措施:六组团和三级体系,其中,三级体系是本研究结合海南省的实际情况,对区域化理论进行的改进和创新,对加强海南省城镇垃圾处理系统的可操作性具有重要意义。通过该系统的逐步建设,将构建省域范围内的城镇垃圾处理与管理体系,为从根本上解决海南省城镇垃圾污染问题提供了软件和硬件上保证,社会效益和环境效益非常显著。更多还原

【Abstract】 How to dispose municipal solid waste is an important part of environmental management which has been a hotpot of the world. Fortunately, China had put much attention and much money to resolve this problem. And great achievement had been made. However some problems still exist such as confusion of management, low-level technology, being short of professional. Then measures must be taken to settle the above problems. Otherwise it will affect urban development, people’s lives and sustainable development.System design optimization is an efficient way to resolve these problems. It can arrange works comprehensively with a long - term sight. So it must be paid more attention.Based on the systemic research in different cities and towns according to the society, economy, natural condition of Hainan Province, the troubles facing the government were analyzed deeply. Beside that, the successful experience of regional model used in Zhongshan City and the theories such as system theory were applied further. The model of waste disposal of Hainan Province was put forward finally. This model contained two main technical measures: Six-Region and Three Hierarchy System. And Three Hierarchy System is an innovation in Regional Theory on the ground of actual situation in Hainan Province. It meant much to the construction of disposal system.Municipal solid waste disposal system would come into being in the near future. And then it would settle the most problems of waste pollution.
