【副题名】以建设社会主义新农村为背景

【摘要】 建设社会主义新农村，进一步要求把提高我国农民科学素质和生产技能水平摆在经济社会发展的重要位置。根据我国在农村开展的科普事业所形成的已有理论，以及“以人为本”的科学发展观理论，通过调查部分县级涉农部门、乡(镇)、村、走访农户、查阅农村科普有关文献资料、专家咨询等，对我国农村科普历史与成就，存在的主要问题进行了分析与研究。提出科学发展观是农村科普战略指导思想，建设社会主义新农村为农村科普指明方向，提升农民群众科学文化素质，形成科学民主法制理念、提高农民群众科技生产能力，形成节约资源能源、增产增收增效的科学生产方法、培养农民群众健康生活习惯，形成科学文明的生产生活方式是农村科普的实现目标；农村科普经费投入、科普资源建设与农民科学素质提高是农村科普重点；创建农村科普新机制、提高农村干部党员科普理念与建设农村民主法治是农村科普重要保障。农村科普为建设社会主义新农村奠定物质基础、丰富精神境界与储备政治素养。更多还原

【Abstract】 It is creating the new socialist countryside that further requests we must put the improving of the scientific qualities of the peasants and the level of the producing and technological ability on the important position in developing the economy and society. According to the present theories of the general science and technology in countryside, and the scientific development for the human being, by investigating the partial departments on farming, small towns in general and villages, visiting the farming houses, looking up the documents on the general science and technology and seek advices from experts and so on, it analyzes and researches the history, achievements and the main problems about the general science and technology in countryside. It puts forward the scientific development is the strategic directed ideas, the creating new socialist countryside is the direction of the general science and technology in countryside. It is the real aims that improve the qualities of the science and culture of peasants, form the scientific, democratic and legal ideals, improve the ability of scientific production of peasants, form the scientific methods of reducing resources and increasing productions, incomes and benefits, develop the health habits of peasants and form scientific civil methods of production and living. The investment, resource constructing and improving qualities of the peasants are the emphases of the general science and technology in countryside. The creating new mechanism, the cultivating modern ideas of the cadres and party members and the constructing of the democracy and law systems are the important protections of the general science and technology in countryside.
