【摘要】 政府门户网站建设是电子政务建设中的重要组成部分，也是政府面向社会提供电子化管理和服务的窗口，对它进行科学评估，有助于解决其发展中存在的问题。一个政府门户网站建设、运行的好坏，直接关系到政府的形象，也影响着管理、服务的质量和水平，因此，在电子政务建设中，注重政府门户网站建设，提高政府门户网站设计、运营以及管理水平，就成为一个非常重要的问题，而评价将是政府门户网站建设和运营的重要环节，通过评价发现政府门户网站存在的问题和不足，针对存在的问题采取应对措施，更好地促进政府门户网站的建设。文章正是在这样的大背景下进行研究的，文章共分为五个部分：第一部分指出电子政务的发展对国家发展的促进作用，作为衡量电子政务发展好坏的重要标志，对政府门户网站的评价就非常必要。基于此原因，提出了我国政府门户网站评价指标体系研究的论题。文章论证了进行我国政府门户网站评价指标体系研究的重大理论和实践意义，分析了国内外的研究现状，提出了本文的研究思路、研究内容。第二部分是对政府门户网站的概述，介绍了政府门户网站的基本概念，基础功能、主要功能、特色功能和延伸功能，探讨了政府门户网站的作用和发展模式，指出了政府门户网站的发展趋势，为本文的进一步展开提供了研究基础。第三部分主要介绍了国外政府门户网站的发展以及目前我国政府门户网站的整体情况和存在的主要问题，指出对政府门户网站进行评价的理论意义和现实作用，进而说明了对政府门户网站评价的必要性。介绍了政府门户网站评价的方法，然后对我国目前较权威的评价指标体系进行客观的分析说明。第四部分是本论文的核心部分，通过对我国政府门户网站特征的分析，与目前国际上较为先进的政府门户网站进行比较，针对我国政府门户网站的特点，从理论研究的角度，提出适合我国政府门户网站的评价指标体系，分析说明本评价指标体系的科学性和合理性。第五部分是通过运用所构建的政府门户网站评价指标体系对襄樊市政府门户网站进行评价，根据评价结果与《2006年中国政府网站绩效评估报告》中的测评结果对比，通过评价结果分析襄樊市政府门户网站存在的问题。第六部分是结束语，是论文总结和进一步工作。更多还原

【Abstract】 The construction of Government Information Portal is the important constituent of the electronic government construction, also is the government provides the electronic management and the service windowface to the society, through the scientific evaluation to it, is helpful to solves the problem which in its development exists. The construction and the movement quality of Government Information Portal, relates the image of the government directly, affect the quality and the level about the management and the service. Therefore, in the construction of the electronic government affairs, pays attenion to Government Information Portal construction, enhances the Government Information Portal design, the operation and the management level, becomes a very important problem. But the evaluation will be the important link of the construction and operation of the Government Information Portal. Through the evaluation to discover existent problem and shortage about the Government Information Portal, adopts to reply measure to existent problem, promots the construction of the Government Information Portal betterly. This article is based on these backgrounds and is divided into five parts:Part 1 points out the development of the electronic government affairs to the national development promotion, as the quality important about the electronic government affairs, is essential to evaluate the Government Information Portal. Based on this reason, proposes our country Government Information Portal evaluation traget system research thesis. The article proves the significant theory and the practice significance about our country Government Information Portal evalution target system research, analyzes the situation at home and abroad, and puts forward the main idea and content of this article.Part 2 outlines the Government Information Portal,introduces the Government Information Portal basic concept, the foundation function, the main function, the characteristic function and the extend function, and discusses the function and the development pattern about the Government Information Portal, and points out the development tendency about the Government Information Portal,offers the reference point for further expansion of this article.Part 3 mainly introduces the abroad Government Information Portal development, and the present situation and the existence main problem about our country Government Information Portal,points out the theory significance and the reality function to evaluate the Government Information Portal, then explains to the necessity of the Government Information Portal evaluation. Introduces the method about the Government Information Portal evaluation. Then analyzes the more authoritative evalution target system in China objectively.Part 4 is the core part of the whole article. Through the characteristic analysis of Chinese Government Information Portal, carries on the comparison with the present international more advanced government information portal. In view of our country Government Information Portal characteristic, explains constructs principle which our country Government Information Portal should follow, proposes the evaluation target system suits to Chinese Government Information Portal, proves the scientific nature and the rationality of the Government Information Portal evaluation target system.Part 5 through the Government Information Portal evaluation target system which constructs carries on the evaluation to the Xiangfan municipal Government Information Portal,according to contrast the result and the result of《Chinese government website evaluation report in 2006》,then through the evaluation result analyzes Xiangfan municipal Government Information Portal existence problem.Part 6 is concluding remark, is the paper summary and further works.更多还原
