【摘要】 冷战后,两极格局解体,多极化在曲折中前进。非洲国家丧失冷战时期战略地位,政局动荡。日趋深入的经济全球化使南北差距进一步扩大。为了应对这些挑战并抓住中非友好关系持续发展的机遇,中国和非洲国家决定共同建立中非合作论坛。成立于2000年的中非合作论坛已经成功召开三届部长级会议,通过《中非合作论坛北京宣言》、《中非经济和社会发展合作纲领》、《亚的斯亚贝巴行动计划(2004-2006)》、《中非合作论坛北京峰会宣言》和《中非合作论坛——北京行动计划(2007-2009)》等五个重要文件。论坛运行机制合理,落实后续行动成果显著。中非相互利益需求不断扩大,是中非合作论坛获得蓬勃发展的动因,亦是2006年论坛被提升为中非合作论坛北京峰会的主因。中非合作论坛践行了中国政府提倡的“和谐世界”的理念,推动中非关系全面深入发展,从“全天候朋友”关系跨越到“政治上平等互信、经济上合作共赢、文化上交流互鉴的新型战略伙伴关系”,有助于深化南南合作的内涵。中非合作论坛既面临机遇:政治机遇、经济机遇、文明机遇,也面临着一系列挑战:西方国家散布中非合作论坛谣言,遭到西方发达国家与非洲磋商机制挤压,以及经济全球化的负面影响等。面对挑战,论坛应采取以下措施化解风险:粉碎“中国在非推行新殖民主义”论调,支持西方发达国家与非洲磋商机制的合理性功能,加强与非洲地区组织的合作,消除经济全球化负面影响,扩大合作领域。新时期,在中非双方共同努力下,中非合作论坛前景广阔,潜力巨大。更多还原

【Abstract】 In the Post-Cold War era, the two-polar system collapsed. World multi-polarization continues its development in zigzags. African countries lost the strategic place. And the political stabilities of the African were broken up. The economic globalization develops deeply which makes the gap between the south and the north greatly. In order to further strengthen the friendly cooperation between China and Africa under the new circumstances, to jointly meet the challenge of economic globalization and to promote common development, the Chinese Government made the proposal on the convocation of the Forum on China-Africa Cooperation in 2000, which has held three Ministerial Conferences, and which has delivered five archives such as Beijing Declaration of the Forum on China-Africa Cooperation, Programme for China-Africa Cooperation in Economic and Social Development, Forum on China-Africa Cooperation-Addis Abada Action Plan(2004-2006),Declaration of the Beijing Summit of the Forum on China-Africa Cooperation, Forum on China-Africa Cooperation Action Plan(2007-2009).The two sides agree to set up joint healthfully follow-up mechanisms at various levels and the forum is gaining good results. Both Chinese interests and African interests are expanding, which accelerate the advance of the Forum on China-Africa Cooperation bloomingly. It is also the reason that the Beijing Summit of the Forum on China-Africa Cooperation founded. The Forum on China-Africa Cooperation advocates to construct a harmonious world, and it holds that the establishment of a new type of strategic partnership featuring“political equality and mutual trust, economic win-win cooperation and cultural exchanges”, and it helps to deepen the South-south cooperation. The Forum on China-Africa Cooperation faces not only the opportunities such as the political, the economic, and the civilized opportunities, but also the challenges such as the rumors of the west, the hits of the organization between the west and the African, and the challenges from the economic globalization. The Forum on China-Africa Cooperation should take measures to decrease risks and enlarge the cooperation fields, which are to clear the new colonialism rumors, to encourage the right action of the organization between the west and the African, to eliminate the bad factors from the economic globalization. In the new era, under the construction of the two sides, the Forum on China-Africa Cooperation is offering a broad prospect for cooperation with a great potentiality.更多还原
