【摘要】 经济发展与社会发展,是当今国际社会普遍关注的重点问题。人们越来越深刻地认识到,在发展经济的同时必须把社会发展摆在重要的位置。如果只有经济的增长而没有社会的同步发展和进步,必然会产生诸多社会矛盾和社会问题。经过改革开放几十年的发展建设,综合国力得到增强,国际地位得到明显提升,但同时也出现了贫富差距,而且目前还存在着进一步扩大的趋势,这些状况若得不到改变,就可能会激发出各种社会矛盾,滋生很多社会问题和社会失范现象,引发社会的不稳定和经济发展环境的动荡,这不可避免将会影响经济和社会的健康发展。为此,我国政府在新的历史条件下主动提出构建社会主义和谐社会的重大战略任务。构建社会主义和谐社会任务的提出,主要是缓解和消除各种社会矛盾,为我国经济发展营造一个良好的社会环境。体育作为一项具有健身、健心和促进个体社会化功能的运动,对于满足人民群众的生理和心理需求,对于提高人们生活质量,促进社会稳定有着重要的作用。同时,体育作为社会文化的重要组成部分,体育事业的发展水平不仅反映社会物质文明和精神文明的进步程度,而且也反映出人类自身的完善程度。尤其是在构建和谐社会提出的关键时刻,体育作为现代精神文明建设的重要组成部分,被称为现代社会的“安全阀”、“社会竞争缩影”,它具有宣泄情绪,减少社会震荡和各种矛盾的作用,有利于维护国家和社会的稳定。体育所具有的功能必然将有助于社会主义和谐社会的构建。为此,社会全面发展的实现就促使了社会对体育发展的需要,这种需要不是以人们的愿望和主观意志为依据,而是由社会生产发展的客观规律所决定的。本文以社会学、哲学、逻辑学等作为研究的理论基础,运用文献资料法、专家访谈法、逻辑分析法等方法对和谐社会、社会体育二者的关系进行了较为深入透彻的阐述和分析。结论认为:1)经济发展的非均衡造成了区域之间经济水平存在很大的差异,致使在社会体育发展的投入、体育消费、场地和设施的配备上等都存在着很大的差异,导致东西部地区、发达与欠发达地区社会体育发展的非均衡;2)城乡二元结构体制,是阻碍我国构建和谐社会的根本和关键,同样也是影响我国社会体育协调发展的关键性因素;3)弱势群体的出现是阻碍和谐社会构建的又一因素,由于其在经济、政治、文化上的弱势,使其在经济上失去参加社会体育的物质保障,在政治上失去参与社会体育的政策保障,在文化上失去参与社会体育的智力支持。为推动社会体育的健康发展,笔者从社会体育体制的改革、体育法制建设以及提高人民群众健身意识等各个方面提出一系列建议以期能为构建社会主义和谐社会服务。更多还原

【Abstract】 The economic development and the social development are the two important issues that are universally concerned by the international community. People more and more profoundly realize that social development should be put at an important position while developing the economy. If the economic growth does not synchronize with the social development and progress, many social contradictions and social problems will inevitably arise. After implementing the reform and opening up policy for several years, the nation’s comprehensive strength has been enhanced and its rank in the international community has also been promoted. However, the gap between the rich and the poor has appeared and is being widen. If the present condition can not be improved, any kind of social contradictions or problems may appear which leads to an unstable society and turbulent economic development environment. As a result, the sound economic and social development will be definitely affected. Therefore, Chinese government under the new historical condition proposed on its own initiative the strategic mission to construct the socialist harmonious society, aiming at alleviating and eliminating each kind of social contradictions so as to build a good social environment for its economic development.The sports, as a way to build a healthy body and a healthy mind and to promote the function of individual socialization , plays an important role in satisfying people’s physiology and the psychological demand, improving the quality of human life and promoting social stability. Meanwhile, the sports, as an important constituent of social culture, reflects not only the progressive degree of material civilization and spiritual civilization in a society but also the perfective degree of human beings. In the critical moment of constructing the socialist harmonious society, the sports, which is called "the safety valve in modern society" and "the miniature of social competition", can help people divulge the mood and reduce unstable factors in the society. Therefore, the advantage of sports to the maintenance of social stability will definitely be helpful to the construction of socialist harmonious society. The full scale development of the society has urged the social need for sports, which is decided by the objective law of social product development instead of the people’s desires or subjective wishes.This article, based on the theories of sociology, philosophy and logic, tries to analyze and elaborate the relationship between the harmonious society and the social sports with the methods of literature, interview and logic analysis. The conclusions are the following: 1) The non-balanced economic development creates great regional differences in sports expenditures, sports fields and facilities and investment in sports development, which leads to non-balanced development in social sports between the eastern and western areas, the developed regions and undeveloped regions. 2 )The dual structure system of the city and countryside is the key issue to hinder the construction of harmonious society and the crucial factor which affects the coordinated development of social sports in China. 3 ) The appearance of disadvantaged groups is another factor that hinders the construction of harmonious society. The economic, political and cultural disadvantages deprive them of material safeguard, policy security and intelligence support in participating social sports. The author proposes a series of suggestions from the aspects of reform on social sports system, the legislative work on sports as well as the increase of people’s body-building consciousness in order to impel the healthy development of social sports and the construction of socialist harmonious society.更多还原
