【摘要】 从城乡统筹的提出，到“以工补农、以城带乡”两个论断的提出，再到社会主义新农村建设的提出，都体现了党和政府对我国城乡关系协调的重视和破解城乡二元结构的思路。城乡差别尤其是城乡在教育、培训、就业、社会保障等人力资源开发方面的巨大差别，损害了社会公平，阻碍了城乡关系的协调发展和城乡一体化的实现。因此，以城乡人力资源开发一体化为研究对象，在了解城乡人力资源开发现状的基础上，探讨城乡人力资源开发一体化的发展思路，有利于全面提高农村人力资源素质，缩小城乡差距，加快城乡一体化的步伐。本文首先根据城乡一体化和人力资源开发的概念，提出了城乡人力资源开发一体化的概念，对本文的研究对象做出界定。其次，文章对马克思主义城乡关系理论、人力资本开发理论、城市化理论及城乡一体化在各国的成功应用进行了介绍与分析，为本文提供了理论基础与实践依据。再次，文章运用全国权威调查数据和实地调研所得第一手数据对城乡人力资源开发一体化取得的成就和存在的不足进行了分析，这是文章的重点部分，为最后对策的探讨提供了事实依据。最后文章从树立以人为本的城乡人力资源开发一体化的理念、完善良性互动的城乡人力资源开发一体化的结构、健全面向市场的城乡人力资源开发一体化的体制、加强三位一体的城乡人力资源开发一体化的保障四个方面对城乡人力资源开发一体化的开发对策进行了探讨，以期缩小城乡人力资源开发方面的差距，促进城乡人力资源开发一体化的实现，为城乡一体化研究提供一种新的思路。更多还原

【Abstract】 From the integrated urban and rural areas, to " industry supplements agriculture and city spurs on village" two thesis, then construction of social new village, having embodied Party and the government to urban and rural harmonious relations taking seriously and break the thought of Two-tier structure. Especially the gap in urban and rural education, training, employment, social security and other human resource development of the huge differences, the expense of social fairness, hampered coordination between urban and rural development and the achievement of urban and rural integration. Therefore, take human resource development integration of urban and rural areas as the research, on the basis of understanding the human resources development in urban and rural, discussing HRD integrated development thoughts, to improve the quality of human resources and narrow the gap between urban and rural areas and accelerate the pace of urban and rural integration.Firstly, based on the integration of urban and rural and human resources development, concluding the human resource development integration of urban and rural areas. Secondly, the article of the Marxist theory of relations between urban and rural areas, development of human capital theory, Urbanization Theory and Application of the success of the introduction and analysis of this paper to provide a theoretical foundation and practical basis. Again, Using survey data and the authority to conduct investigations on data collected in human resource development integration of urban and rural areas of the achievements and deficiencies in the analysis.
