【摘要】 20世纪80年代，我国农村改革全面铺开，农业发展又出现了一系列新的问题。一些地区的农业基础设施遭到破坏，农业生产条件开始恶化，耕地资源逐年减少。其中最突出的问题就是粮食生产波动加剧，直接威胁了我国粮食战略安全。针对这些情况，国务院决定，从1988年开始，设立农业发展基金(后改为农业综合开发资金)，在全国范围内实施大规模的农业综合开发，通过改造中低产田，开垦宜农荒地，改善农业基本生产条件，提高粮、棉、油等主要农产品的综合生产能力，增强农业发展后劲，以实现农业增产，农民增收。农业综合开发是国家支持和保护农业发展的重要手段，是巩固和加强农业基础地位、提高农业综合生产能力的有效措施，是支持我国农业参与国际竞争、推进农业现代化的重要途径，是社会主义市场经济条件下，动员各种生产要素参与农业生产的新举措。18年来，农业综合开发快速推进，已经取得巨大成绩。但除了数据上的统计外，目前还没有学者专门对农业综合开发投资绩效进行实证上的测算和研究。本文以湖北省为例，借鉴公共财政学、计量经济学、C-D生产函数等理论和方法，从实证的角度系统探讨了湖北省农业综合开发投资绩效问题。本文广泛收集了我国和湖北农业综合开发的有关历史资料，系统整理了1989-2004年农业综合开发的有关数据，为课题的研究提供了可靠、详实的依据。文章分为以下五个部分：第一部分：导言。该部分主要论述了在我国农业运行和农业发展这个大的背景下，研究该课题的理论意义及实践意义，以及国内外学者对农业综合开发投资的研究动态。第二部分：对农业综合开发相关概念进行界定，简要描述了我国农业综合开发基本情况及所经历的阶段。从农业投资与经济增长、政府对农业综合开发投资的依据两大方面介绍了农业综合开发投资的理论支撑体系。第三部分：根据收集的数据和文字资料，系统地分析湖北省农业综合开发的基本情况、投资资金来源、投资结构、投资方式，在此基础上提出了湖北省农业综合开发存在的主要问题。第四部分：将柯布—道格拉斯生产函数理论和计量经济学方法应用到农业综合开发投资中，分别从投资对湖北省农业总产值、农民收入以及农业产业化经营三个方面对农业综合开发投资绩效进行实证研究。第五部分：针对文章第三部分和第四部分所进行的研究，得出湖北省农业综合开发投资绩效的结论，并从资金的投入力度、投入结构、农业自身发展等方面提出相应的对策建议。更多还原

【Abstract】 In 1980s, the rural reform of our country has spread all round, agricultural development also faced a series of new issues. The agricultural infrastructures of some regions have been broken down, the agricultural production conditions have begun to deteriorate and the cultivated land resources have decreased year by year. Among them, the most outstanding one is the fluctuation of food production has aggravated, which has threatened the strategy of food safety directly.In the light of theses conditions, since 1988 the state council has decided to set up the fund for agricultural development (after instead by the fund for the Agricultural Comprehensive Exploitation), the big scale Agricultural Comprehensive Exploitation has brought into effect throughout the country, through the transformation of middle-low yield field, the reclamation of arable badlands, he improvement of agricultural production conditions, the improvement of the integrated productive ability of the main agricultural products such as cereal, cotton, oil and etc., the enhancement of the developmental aftereffect of agriculture, in order to increase production of agriculture and increase the income of peasants. The Agricultural Comprehensive Exploitation is the important method which used to support the development of national agriculture, is the effective measure to consolidate and strengthen the agriculture foundation status and improve the agriculture synthesis productivity, is the important approach supporting agriculture to participate the international competition and advancing the agriculture modernization, is the new incentive for the production elements involving the agriculture production under the socialism marketing economic conditions.For 18 years, the Agricultural Comprehensive Exploitation advances fast in China, having obtained great achievements. But no scholars do empirical research on the performance of Agricultural Comprehensive Exploitation except some data statistics. This paper takes Hubei province for example, uses the theory and method of public finance, econometrics, Cobb-Douglas production function etc to discuss the investment of Agricultural Comprehensive Exploitation in Hubei province by an empirical point of view.This paper do an overall job on collecting historical materials on China and Hubei Agricultural Comprehensive Exploitation, especially on arranging the data of year 1989-2004, which supplies a reliable and detailed basis for the study. The paper can be divided into five chapters:The first part: Foreword. This part mainly discusses the significance of theory, and practice of this subject under the background of the operation and the development of agriculture and the research trends of the investment of agricultural comprehensive development of domestic academicians.The second part: the related concept of the comprehensive development of agriculture was defined, and the basic situation and the experienced phases of the comprehensive development of our country were described briefly. The crutched system of theory of agricultural comprehensive development was introduced from the two large aspects of agricultural investment and economic growth, the according as to the investment of Agricultural Comprehensive Exploitation by government.The third part: According to the collective data and written material, system analyzed the basic conditions of comprehensive development of agriculture, source of funds for investment of Agricultural Comprehensive Exploitation, investment structure and investment style of Hubei province, on the basis of these, the main problem of Agricultural Comprehensive Exploitation of Hubei province was put forward.The forth part: The theory of Cobb-Douglas production function and econometric analysis method are applied to the investment of agriculture comprehensive development of Hubei province, and the performance of Agricultural Comprehensive Exploitation was analyzed empirically from there aspects of total agriculture output value, income of peasants and industrial management of agriculture.The fifth part: According to the research of the third and forth part, the concluding of the performance of Agricultural Comprehensive Exploitation was derived, and some corresponding countermeasure and suggestions according to the input of capital investment, input structure, agricultural development and etc. are given.更多还原
