【副题名】以广东省汕尾市为例

【摘要】 众所周知，土地利用规划对区域经济的协调发展起着重要的促进和指导作用，而统筹区域土地利用与统筹区域经济协调发展的要求又是一致的，统筹区域土地利用是统筹区域经济的重要组成部分和重要措施，是协调解决区域发展和资源环境问题，防止重复建设、产业结构趋同的有效途径，更是贯彻落实国家区域发展政策、统筹区域经济发展的重要手段。随着我国经济快速发展，在发展过程中已经出现了资源、人口、环境不能统筹协调的问题，这也给新一轮土地利用总体规划修编提出了更高要求。论文的研究目的在于通过实例研究，能为研究区域土地利用统筹协调提供发展思路，保证区域内土地的可持续利用。本论文在借阅大量有关区域土地利用统筹协调方面国内外文献资料的基础上，针对新一轮土地利用总体规划修编中统筹区域土地利用的相关问题，以广东省汕尾市为例进行了探讨。其主要研究结果如下：(1)首先从当前土地利用的背景和发展形势出发，论述了当前我国土地利用中所面临的严峻形势。并通过对国内外在区域土地利用方面的相关研究进行整理归纳结合实地调查提出了本论文的主要研究内容、基本思路、方法与技术路线。(2)对统筹区域土地利用研究的理论基础与区域、土地、土地利用的内涵进行详细论述。(3)在对汕尾市的土地利用现状结构和土地利用变化状况进行了分析并结合采用“z变量平均数”的方法对区域内各地经济实力进行比较的基础上对汕尾市土地利用效率进行评价。同时，指出了汕尾市土地利用过程中所存在的问题。(4)对汕尾市发展战略及汕尾市土地利用中重要影响因素分析结合汕尾市土地利用战略方针制定出了汕尾市土地战略目标并通过各类模型的综合最终确定了汕尾市在新一轮土地利用规划中的土地利用战略方案、土地利用效益指标以及规划指标落实的具体实施措施。(5)利用社会经济统计软件SPSS的分层聚类((Cluster)功能对原始数据进行标准化处理将汕尾市分成五个区包括粮食重点生产区、一般农业生产区、林业生态重点保护区、城镇重点优化开发区、土地利用开发潜力区。同时，分别制定了各功能区土地利用发展方向和管制原则。(6)通过对城市基础设施统筹协调的深入研究相应地提出了城市基础设施统筹协调的合理化建议。(7)对汕尾市规划实施保障体系作了进一步阐述，使得研究所确定的土地利用指标能够有较好的制度保障作为实施基础。更多还原

【Abstract】 As is universally known, land use planning is getting the important promoting and directive function to the harmony and development of regional economy. But the requirement to planning regional land use as a whole and planning development of regional economies as a whole is consistent. Planning land use as a whole is an important component and important measure of planning development of regional economy as a whole, effective approach to harmonize and resolve the problem of regional development and the resource of environment in order to guarding against duplication of similar projects and similar industrial complexes, an important means of putting practicable country regional development policy into effect and planning regional economic development as a whole. With the fact that our country economy has developed rapidly, problems that resource, population and environment can’t be planned as a whole has come out in the developing process. This also set a higher request to the repair arranges of land use overall plan in the new turn. The goal of this paper is providing the development thinking to the coordination of region land use through really studies, and guaranteeing in the sustainable use of the regional land.On the base of widespread reading of literature on planning regional land use as a whole, this paper in view of the related question of the new turn of land use overall plan, had carried on the discussion which took the Shanwei City in Guangdong Province as the example. Its main findings are as follows:1. First, it embarked from the background and the development situation of the current land use, and elaborated the stem situation that our country land use is facing in the current, and proposed the main research content, the basic train of thought, the method and the technical route of this paper through arranging and analyzing the pertinent Study on land use in home and abroad.2. It gave a detailed elaboration on the theory base of plans of planning regional land use as a whole and connotation of the region, the land and the land use.3. It carried on the appraisal on the base of the comparison of economic potential for each place through the method of "the z variable average" and gave an analysis on the present structure situation of land use and the changing situation of land use in Shanwei City. At the same time, it pointed out the exist problem of land use process in Shanwei City.4. It worked out the land strategic target of Shanwei City by giving an analysis on developmental strategy and important influence factors in land use. Then, it finally determined land use strategy plan, beneficial result indexs of the land use and implementation measure of arriving at a place of the plan target.5. It divided the Shanwei City into five areas by carrying on standardized processing to the primary data through using the social economy statistics software SPSS with the method of Cluster. it included the key grain productive area, the general agricultural productive area, the key forestry ecology protective area, the key optimization development zone, the potential land use development area. Then it followed up to formulate regulation goal and the control principle of land use in various function region.6. It proposed rational suggestion on planning city infrastructural facilities as a whole according to the deep study on planning city infrastructural facilities as a whole.7. It gave a further elaboration of safeguard system of plan implementation in Shanwei City and enabled the land use target which the research institute has determined to be able to have a better safeguard system as the implementation foundation.更多还原
