【摘要】 针对当前我国水资源利用问题的严峻态势,本文首先介绍了目前我国水资源的整体现状,以及我国现在所面临的水资源问题,环境绩效评价的发起,水资源绩效评价的可行性及意义。同时研究与借鉴国内外水资源利用评价的有益经验和水资源评价指标体系的建立与指标选取的原则,进而选取适合的方法对我国水资源利用绩效进行评价。本文还介绍了数据包络分析,数据包络分析的发展和应用,及其线性规划模型,及应用领域和求解的方法。然后研究、分析了我国水资源在不同地区的利用情况及利用趋势的转移。并针对我国各省及自治区的普遍情况,选取具有共性的指标,建立了我国30个省市水资源利用绩效投入产出的C 2R模型,并对其进行了求解。实例计算结果反映了目前我国水资源利用绩效水平,并为水资源利用绩效评价找到了合适的定量化方法。本文研究的重点内容有:1.较系统地研究了环境绩效评价的基本概念及内涵,从环境绩效评价的角度阐述了对水资源利用绩效进行评价是可行、实用的。2.在认真研究了我国水资源利用情况后,详细分析目前评价指标体系构建原则和基本框架,并对涵盖水资源利用绩效评价中涉及的各种指标进行了估算和说明。3.系统认真地研究了数据包络分析方法的起源,模型及应用进展,特别是对C 2R模型的优点、建模方法、模型解法进行了详细的研究。4.运用数据包络分析中C 2R线性规划模型,对我国30个省市水资源利用建立实际的模型,并求解该模型。更多还原

【Abstract】 Aiming at the current severe states on water resources problems in China, first of all, this paper presents holistic status of water resources and the issue at present, the origin of the environment performance evaluation, the feasibility and significance of performance evaluation of utilization of water resources. At the same time, the experiences on evaluation utilizing of water resources are researched and referenced in the world. By studying on the rules of selecting indictors, this paper founds the water resource evaluation indictor systems and chooses appropriate method to evaluate performance of utilization of water resources. This paper also presents Data Envelopment Analysis(DEA), its development and application, liner programming model, the solution of C2R. By analyzing and studying the utilization and current of water resources in China, this paper establishes liner programming model in 30 cities, the solutions of C2R model for input-output of water resource utilization performance show that they reflect the performance of water resource utilization performance, so that they can be used to quantitatively evaluate the water resource utilization performance.This paper focuses on:1. Some basic concept and intension of environment performance evaluation have been researched in this paper. From point of view which environment performance evaluation; this paper depicts the feasibility and utility of water resource utilization performance.2. By researching carefully on the circumstances of water resource utilization and the rules and basics frame of evaluation indictor system, this paper illuminates and calculates all kinds of indictors on water resource utilization performance.3. This paper researches systematically on the origin and the application of data envelopment analysis, its application, especially C2R model. 4.
