【摘要】 21世纪是海洋的世纪,海洋已越来越成为国际关注的一个焦点。发展海洋经济和建设海洋变得日趋重要,利用海洋资源也成为了我国新的经济发展的重点。作为海洋社会的一个横断面,海岛的地位和作用日趋增强,海岛开发也悄然兴起。但由于海岛所具有的隔绝性和基础薄弱等原因,我国的海岛开发利用目前还落后于其他一些发达的海洋国家,因此,科学开发海岛,促进海岛发展成为当前迫切需要解决的重要问题之一。本文在国内外研究成果的基础上,结合海岛地区的实际情况及数据资料的可获得性,利用系统科学的理论和方法,在对海岛资源、社会、经济状况发展现状分析的基础上,运用层次分析法分析了舟山市主要海岛的发展重点,并对其研究方向做了进一步地研究,将海岛分为渔业型海岛、工业型海岛、旅游型海岛、综合型海岛。最后针对各种不同的类型,提出了相应的对策和建议。本文第一部分首先介绍了论文的选题背景、研究意义、论文的结构和框架、研究方法、创新、难点与不足。第二部分主要介绍了国内外海岛开发研究状况,说明了开发海岛的历史必然性。第三部分主要是运用层次分析法对舟山市的主要海岛进行分类,探讨了什么是海岛以及海岛的基本特征,并对其中一些概念提出了新的建议,将数学方法充分的运用到海岛分类的研究当中。第四部分是根据不同的类型提出不同的开发对策,列举了美国、日本、印度尼西亚等国的海岛开发情况,说明海岛开发利用已成为世界的一种趋势,从中找到可以借鉴的经验,为我国海岛开发和管理提供参考,提出了相对应的开发战略,并对每一种类型都列举了一个代表性的海岛进行研究,促进我国海岛的科学开发利用。第五部分是结束语。更多还原

【Abstract】 The 21st century is a century characterized by fast development of life sciences and quick change of marine science. Oceanic economy has become an international focus.It intends to play a more important role to build and develop oceanic economy. And the utilization of oceanic resources has become a new highlight of economic development in China. As a cross section of the sea society,the status and function of the insular strengthens day by day,and island exploitation also quietly emerges.Because the island has isolation and weak foundation characteristics, our national exploitation and utilization of islands also falls behind other some developed marine country. Therefore, exploitation and promotion of island development in the scientific way is of urgent needs to solve.On the basis of combining the research achievement both domestic and abroard, utilizing the theory and method of systematology , analysis development priorities of main islands with AHP and do further research on this; Secondly ,the author divides Zhoushan Archipelago into the fishery island, the industry island, the traveling island and the synthesis island; finally, in view of each kind of island, the author put forward corresponding advice and countermeasures.The first part is the introduction, introduces the researching background, the research methods and the technical route, the structure of the thesis and its creativities. Secondly, the thesis introduces the condition of the target of the market regulation law in the foreign countries.The second part mainly introduced the domestic and foreign research on the island development, showed the island development is historical inevitability. Chapter three is the major part of the thesis.The part mainly carries on the classification of Zhoushan island with AHP, discusses on the basic Characteristics of island, and put forward new proposal.Part four proposes different development countermeasures according to different types, and introduces the status quo of island development in USA,Japan and Indonesia.The reference was provided for strengthening development and management of national islands.
