【副题名】以苏州浒墅关经济开发区转型社区为考察个案

【摘要】 本研究系笔者导师赵康教授主持的横向项目子课题，旨在通过苏州浒墅关经济开发区阳山街道社区个案考察，探讨农村城市化进程中转型社区建设和治理相关问题。研究首先界定社区建设和治理的内涵和目标，然后抓住如何建设和治理的基本问题，分别从治理和善治、供给、国家与社会关系、社会资本等理论视角，并结合相关实践经验来分析探讨我国城市化进程中转型社区建设和治理的一般路径，从而建构起一个实证研究赖以进行的理论框架。继而，研究聚焦于苏州浒墅关经济开发区阳山街道转型社区建设和治理个案，分析其建设和治理内容，探讨其建设和治理过程，总结成功经验和不足之处。最后，研究比较了我国由于城市化路径差异而形成的不同社区建设和治理模式，揭示出转型社区建设和治理中急需改善的问题：合理界定政府角色功能，充分发挥社区自治组织作用，扩大社区服务供应主体和提升服务质量，强化社区居民参与意识，并据此提出了我国城市化进程中转型社区建设和治理的一般思路。更多还原

【Abstract】 This thesis is a stage achievement of a transverse project chaired by Professor Kang Zhao, which aims at probing into issues about the construction and governance of communities in transition in the process of urbanization by the case of the Yangshan Garden communities of Xushuguan Economic Zone of Suzhou. Firstly, the author defines the connotation and objectives of community construction and community governance. Then by focusing on the basic question of how to construct and govern communities in transition, the author analyzes and discusses a general path of constructing and governing communities in transition in the process of urbanization in our country, from the perspective of governance and good governance, the theory of public choice, the theory of the relationship between state and society and the social capital theory, and along with the related experience. In this way, a theoretical framework for the following empirical research is established.Afterwards this thesis focuses on the case of Yangshan Garden communities of Xushuguan Economic Zone of Suzhou. The author analyzes the content of community construction and community governance, discusses the process of community construction and community governance and summarizes some helpful experience and shortages. In the end, this thesis compares different models of community construction and governance, which are come into being due to different paths of urbanization. And this thesis reveals some problems of constructing and governing communities in transition that are in urgent need of improvement: clarifying and defining the role of state appropriately, bring the functions of community autonomous organizations into full play, increasing suppliers of community service and upgrading its quality, and enhancing the consciousness of community dwellers’ participation in community activities. According to the above analysis, this thesis proposes general measures of the construction and governance of communities in transition in the process of urbanization.更多还原
