【副题名】以陕西的实证研究为例

【摘要】 目前，我国正处在一个社会全面转型的时期，在政治、经济、社会、文化等方面都发生了巨大的变化，尤其近些年来，在席卷全世界的信息化浪潮的不断冲击下，为了适应各国政府业已积极建设电子政府、开展电子政务的大环境，我国各级政府部门也开始投入到这场前所未有的革命中来。虽然我国的电子政府建设起步较晚，发展也相对缓慢，但在这方面有着成功经验的先驱者们已经给我们做出了范例，我们从中受益匪浅。经过了几年来的努力，我国的电子政府建设更是日新月异，取得了一些令人可喜的成绩，全面实施电子政务更是指日可待，信息化发展之路日趋明朗，也越来越坚定，一套完备的电子政府系统正在形成。电子政府已经初步形成规模并开始运作，不仅提高了政府部门的行政效率，增强了行政透明度，降低了行政成本，更重要的是提高了信息资源的利用率，对我国各级政府的建设和管理起到了巨大的推动作用，不同程度的提升了我国政府的执政能力，使我国政府尽快的步入现代化政府的行列。因此，在新形势下认清电子政务对我国政府执政能力的提升有着怎样的作用，以及如何发挥其优势更好的为政府部门服务就显得极为重要。本文共分五个部分：第一部分：地方政府执政能力研究。比较学术界对政府执政能力的诸多观点，明晰其深层内涵，并把政府的执政能力与党的执政能力作以界定，指出我国地方政府执政能力的一些表现。在此基础上，笔者给予其一个较为科学的定义。第二部分：西部地方政府执政能力不足的表现。分析了我国西部地区地方政府尤其是陕西省政府在西部开发的大环境下执政能力不足的一些表现。第三部分：电子政务作为政府执政能力的技术支撑的基本概况。比较了国内外电子政务的发展概况，总结其中的成功经验，并分析了我国西部地区地方政府，尤其是陕西省政府在电子政府的建设过程中所存在的问题，归纳出一些切实可行的实施办法。第四部分：如何利用电子政务提升政府执政能力的途径。这是本文的重点，针对我国地方政府在建设电子政务的硬件和软件上的不足，提出如何利用电子政务对我国地方政府执政能力的提升起到一些积极的作用。首先详细论述了电子政务对政府应急管理能力的提升。其次分别从四个方面阐述了电子政务对政府执政能力的提升。第一，资源利用率提升。第二，管理能力提升。第三，和谐力提升。第四，回应力提升。第五部分：总论。基于我国地方政府在建设电子政府的过程中所存在的问题，笔者提出几点建议。我国的行政体制改革任重而道远，电子政府的出现极大的推动了我国行政管理电子化的进程。改革开放以来，我国经济建设的飞速发展，已建立起了初具规模的信息基础设施，电子政务的实施和进一步推广更使得我国政府上网成为事实。我国政府已抛弃了传统的政务模式，开始以一种全新的姿态面向公众，并为他们提供快捷、高效的政府服务。不仅如此，正因为有了电子政务的出现，在我国政府部门内部、我国政府与别国政府之间，构建了一个无形的互动网络体系，使畅通无阻的交流成为可能。加强对电子政务的科学管理，既是为了提高施政效率，更能对施政进程进行有效的控制，对我国经济发展、社会结构调整，健康平稳实现转型更具有极大的推动作用。从发达国家建设电子政府走过的道路来看，我国的电子政务之路也一定不会一蹴而就，也会经历由简到繁，由浅入深的过程。我国政府必须科学的借鉴发达国家的成功经验，建设适用于我国国情的有中国特色的电子政府。本文的创新点体现在：第一，政府执政(行政)能力问题刚刚被提上政府的议事日程，对此命题的研究还未形成体系，本文对这一理念做一比较研究，并与党的执政能力区分界定。第二，创造性的对政府执政能力的构成要素提出了新的见解。第三，总结归纳了我国以陕西省政府为代表的西部地方政府执政能力不足的一些表现，并提出如何利用电子政务予以解决的几点建议。第四，在我国正处于行政体制转轨的大背景下，比较分析了国内外电子政务的发展概况，并结合陕西省政府的具体情况给予分析，客观的归纳了我国西部地方政府在电子政府的建设上存在的缺陷。第五，创造性的提出了如何借助电子政务的实施与推广来提升我国地方政府执政能力，尤其是对政府应急管理能力的提升，并提出建立城市应急管理系统的初步模型。更多还原

【Abstract】 At present, Our country is occupying a social comprehensive reforming time. It has had a huge change in politics, economy and social culture. Especially in recent years, the information tide unceasing impact on our country. In order to adapt the e-governance environment in the whole world, our government was involved in this kind of revolution. Although our e-government developed more latter and lower than other country, the senior researchers had done greater research on it, and set a great sample to us, we could benefit a lot form them. After several years endeavor, the e-government got a significant development in our country. We had obtained some joyful results. Comprehensively implement e-governance had proposes the agenda, and comprehensive e-government is in the near future. The road of information development is under our foot. A whole comprehensive electronic government affairs system is under formation. The e-government had a great change in our country; it promotes administrative efficiency, enhances the administrative transparency, as well as reduces administrative cost. The most important thing is promote the use factor of information resources. The e-government impetuses the construction and management of our government and also promoted government capacity, made our government in line with the modernized government. Therefore, the most important thing for us is to realize how to use the e-government to promote our government capacity and how to use it to serve the government department.This article is divided into five parts:Part one: study on the government capacity of local government. The author analysis some authority ideas on the government capacity, defined the profound meaning of it. Limited the boundary between the government capacity and party capacity, and gave them a more accurate definition, and also talked about the local government capacity.Part two: study on the disadvantage of local government capacity. Considering some performances of local government capacity in the west development environment, especially the shaanxi government.Part three: study on the basic condition of e-governance which is the technology of government capacity. Compared the government capacity in the whole world, and conclude some excellent experiences. Analysis the condition of e-governance in local government, especially the shaanxi government, and also conclude some implementation means.Part four: study on how to use e-governance to promote government capacity. This is the key part of this paper. Focus on the disadvantage of the hardware and software of e-governance. The author proposed a implementation means to using e-government promote government capacity. First of all, consider how to use e-governance to promote government capacity. Second, consider how to use e-governance to promote government capacity in other four factors. They are promoting the using information resources, promote the government management, and promote society harmonious.Part five: conclusion. Considering the obvious disadvantage of local government and proposed some useful methods.Administration organizational reform in our country is still on the way. The e-governance impetuses the stage of the public administration. After the open policy and reform, economy developed quickly, and built some basic information construction. E-governance made the government accesses the come to true. Our government had already come into a new administration pattern; provide quicker and better services to public. Not only that, the e-government constructed an interaction network system between every government in the whole world, and they can communication with each other freely. Enhance the scientific management to e-government in order to promote government efficiency and to control the whole management process. It is good to the development of our government and our country.Considering the experiences of e-governance in foreign government, the development of e-government in our country will not very smooth. It will be hard to us in some way. Our government should study the experiences of e-governance in foreign government and build a Chinese style e-governance in the near future.The innovation spot in this paper conclude three ones. The first one is gave a definition the government capacity. The second one is concluded some disadvantage of our e-governance.
