【摘要】 本文从我国实际情况出发，重点研究我国本土企业与跨国公司国际技术合作信息服务体系的构建。作者运用当代国际技术合作和信息服务相关理论及模型，分析信息服务机构在促进技术成果向现实生产力转化方面的重要作用。同时，借鉴发达国家国际技术合作信息服务业的发展经验，对我国构建本土企业与跨国公司技术合作信息服务体系提出一些具体建议。本文研究的基本结构框架如下：第一章，国内外相关理论述评。主要包括两部分，一部分是关于国际技术合作主要理论述评，另一部分是关于信息服务主要理论的述评。第二章，模型分析。主要包括两层次，一是运用“技术进步与索洛增长模型”分析信息服务机构在促进技术进步和科技成果转化方面所发挥的作用；二是运用模型分析信息服务机构对技术委托方和社会福利的价值。第三章，当代国际技术合作信息服务业发展概况。首先，阐述发达国家国际技术合作信息服务业发展现状与特点；其次，分析国际技术合作信息服务的功能及其发展模式。第四章，我国国际技术合作信息服务业发展现状及问题分析。本章在分析我国国际技术合作信息服务业发展现状的前提下，提出我国国际技术合作信息服务业存在的问题。第五章，构建我国本土企业与跨国公司国际技术合作信息服务体系的总体思路。主要包括五部分：一是构建联系我国区域之间的信息服务合作的“桥梁”；二是构建联系我国各类创新主体在境内、外之间的科技信息合作“桥梁”；三是构建我国本土企业与跨国公司之间的科技合作的“桥梁”；四是构建我国开放式国际技术合作信息服务网络平台：五是打造我国国际技术合作信息中介服务国际化“旗舰”。第六章，我国国际技术合作信息服务机构若干典型案例分析。本文力图在以下几个方面有所发展和创新：首先，在理论上有所发展。以往国际技术合作理论与信息服务理论是独立的，本文将国际技术合作理论与信息服务理论、网络经济理论结合起来，综合分析、指导我国本土企业与跨国公司国际技术合作信息服务体系的构建。其次，在视角上有所转变。以往关于信息服务机构的研究，绝大部分是针对区域内和区域间信息服务机构的研究，是一种内部封闭式的研究。而本文从开放的角度研究国际技术合作信息服务体系，在整合区域间信息资源的基础上，构建我国境内外主体科技合作体系、本土企业与跨国公司国际技术合作信息服务体系和开放式服务网络。最后，在具体政策建议上所有突破。如建立开放性科技中介信息中心；在建立市场信息交易所的基础上，我国境外信息机构与所在国当地的信息组织积极交流合作；构建由内网信息服务系统与外网信息服务系统共同组成的国际技术合作信息服务网络系统；注重发挥行业协会的作用等等。更多还原

【Abstract】 This article embarks from our country actual situation, researches the construction of international technology cooperation information service system between our native enterprises and multinational corporations. The author utilizes the contemporary international technology cooperation and the information service correlation theory and models, anglicizing the vital role in which information service organization transfer the technology achievement to realistic productive. Simultaneously, study the development experience from the developed country’s international technology cooperation information service industry. Offers some concrete proposals in constructing the technology cooperation information service system between the native enterprises and the multinational corporations.The research structure of this article is as follows:First chapter, related theories commentary. This chapter divides into two parts, A part is the main theory commentary about international technical cooperation, another part is the main theory commentary about information service.Second chapter, model analysis: First, utilized the Technology Advancement and Solow Growth Model in the research which information service organization promote technology advancement and transfer the technical achievement. Second, using model analysis the value of our country international technology cooperation information service organization adds to the technical request side and the social welfare.Third chapter, contemporary international technology cooperation information service industry developing situation. First, elaborating the developing situation and characteristic of overseas international technical information service industry. Second, analyses the function and development pattern of international technology cooperation information service.Fourth chapter, our country international technology cooperation information service industry developing situation and problem analysis. This chapter analyzes our country international technology cooperation information service industry developing situation and proposes our country international technology cooperation information service industry existence problems.Fifth chapter, the overall mentality of constructing our native enterprises and the multinational corporations international technology cooperation information service system. First, constructing the information service cooperation "bridge" which relates our country regions; Second, constructing the technical information cooperation "bridge" which relates each kind of innovation body in our country and outside. Third, Constructing the technical cooperation "bridge" between our native enterprises and multinational corporations. Fourth, Constructing our country open style international technology cooperation information service network platform. Fifth, Making the internationalization "flagship" of our country international technology cooperation information intermediary service.Sixth chapter, analyses several typical cases of our country international technology cooperation information service organization.This article tries hard in following several aspects to obtain some developments and innovations:First, having development in theory. Formerly the international technical cooperation theory and the information service theory were independent. This article unifies the international technical cooperation theory, the information service theory and the network economic theory, using these theories analyses and instructs the construction of international technology cooperation information service system between our native enterprises and multinational corporations.Next, having transformation in the angle of view. Formerly the researches about information service organization were mainly aimed at in the region and between the regions, were a kind of internal enclosed type research. But this article research international technology cooperation information service system fiom open angle. On the bases of conformity region information resources, constructing the inside and outside bodies science and technology cooperation system, the native enterprises and the multinational corporations international technology cooperation system and the open style service network information.Finally, having breakthroughs in concrete policy suggestions. For example, establishment open Science and technology intermediary information center; On the basis of establishing the market information exchange, our oversea information organization and the local information organization exchange positively; Constructing the international technical cooperation information service network system which is composed together with the outside net information service system and inside information service system; Attention display the function of profession association and so on.更多还原
