FDI对广东省制造业技术进步影响的实证研究

【摘要】 作为国际资本流动的主要方式，FDI对东道国经济的影响早已为国外学者所关注。早期的研究主要是以国际经济学和发展经济学为基础，强调外资对东道国经济的资本积累作用。20世纪80年代以来，随着国际直接投资态势的不断变化，在技术进步内生化的新增长理论影响下，从技术进步的角度探讨外资对东道国经济影响的研究开始受到重视，国内外学者纷纷对国际直接投资中的技术转移和外溢效应做出了大量研究。20世纪90年代以来，中国成为全球吸引外商直接投资最多的发展中大国，大规模的外资“涌”入中国，引起了国内众多经济学者的关注。当传统的双缺口模型难以解释流入我国的外资不断增多的现象时，利用外商直接投资是否有助于改善我国的技术状况进而促进技术进步，这一问题开始成为我国学术界关于利用外资问题争论的关键点之一。本文以广东省制造业为研究对象，在前人实证研究思想的指导下，结合广东省自身的特点，系统分析了FDI与广东省制造业技术进步的关系。文章采用逻辑演绎与实证分析相结合的研究方法，首先对外商直接投资与东道国技术进步的关系做一般理论分析，探讨FDI进行技术转移的作用及其促进技术进步的途径；在此理论框架下，通过具体的计量模型对FDI与广东省制造业技术进步的关系做出实证检验；最后，从政策层面简要探讨如何处理好FDI与提高广东省制造业技术水平之间的关系。实证结果表明，20世纪90年代以来，广东省引进的外商直接投资与制造业技术进步之间并没有稳定的共同发展趋势。2000年之前，广东省制造业TFP的增长同FDI的增长有着比较明显的负相关性。而在2000年之后，随着西方发达国家投资的增加，广东制造业TFP的增长同FDI的增长表现出一定程度的正相关性。从技术溢出效应和直接效应来看，外商直接投资的进入对广东省制造业产生的主要作用在于技术溢出效应。更多还原

【Abstract】 As the main way of international capital flows, the impact of FDI on host country economy is paid close attention to by abroad scholar for a long time. The beginning research is mainly based on the international and developing economics, emphasizing the effect of foreign capital accumulation of capital to host country economy. International direct investments situation have changed since1980’s, the effect of new growth theory of endogenous technological progress, the study of the effect of foreign capital on the host country economy had been paid more attention to from technological progress perspective, scholar in home and abroad studied lots of technology transfer and overflow from international direct investments. Since 1990’s, China becomes the largest developing country attracting the most of foreign direct investment the whole world, large-scale foreign capital "flowing to" China, which caused concerns among a lot scholars of economics in home and abroad. While theory of the pair breach model is difficult to make an explanation on the phenomenon that the foreign capital increasingly flowed into our country, whether using direct foreign investment helped improving our country technology situation and then boosting technological progress, which became the hot spot in the argument on using foreign capital in our country academic fields.The paper studies manufacturing industry of Guangdong province based on the previous empirical studies related, analyzing the relation between FDI and technology progress of manufacturing industry of Guangdong province. The paper uses the logic deduction and demonstration method, firstly, making general theory analysis of the effect of FDI on technology transfer and promoting technological progress of host country; secondly, using the econometrics model to take analysis of the relation between FDI and technology progress of manufacturing industry Guangdong province, finally, discussing how to handle the relation between FDI and improving manufacturing industry technology level of Guangdong province from policy.Demonstration result indicates the foreign direct investment that Guang Dong province has introduced since 1990’s, not a same trend as manufacturing industry technology progress. Before 2000, between manufacturing industry TFP of Guang Dong province increase and FDI increase had comparatively obvious negative correlativity. But the TFP increase and the FDI show positive correlativity in degree after 2000, with Western developed countries investment in Guangdong manufacturing industry increasing. From spill over an effect and direct effect of technology, the foreign direct investment show the main effect of spills over on manufacturing industry of Guangdong province.更多还原
